Why Youth Protection Programmes? • JMStV (Interstate Treaty on the Protection of Minors in Broadcasting and Telemedia) • Art. 4 Illegal Content (e.g. pornographicviolence, unnatural genital-focussedposing, actspunishableundercriminalcode) • Art. 5 Content Impairing Development • Suitedto impair thedevelopmentofchildrenoradolescentsintoself-responsibleandsociallycompetentpersonalities • Providers shallensurethatchildrenoradolescentsofthe relevant agegroups do not normallyseeorhear such content

How? • Art. 5 par. 4 ScheduledTransmission • 23h – 6h or 22h – 6h forcontentharmfulto <16 y.o. • Art. 11 par. 1 „Youth Protection Programmes“ • Byfitting such contentwitha technicalsystemwhichhasbeencertifiedassuitablefortheprotectionofminorsorbyinstalling such a systemupstreamofthetelemediacontent. • Certificationthroughaccordingstate-media authotitybyCommissionfor Youth Protection in the Media (KJM)
