  2. Bill 169 • Amendments to address the problem of taxis and limousines that operate without the appropriate licences or permits • Provides additional tools to deter illegal taxis and limousine operators

  3. New Offence • HTA s. 39.1 • Offence to pick up passengers for compensation without; • a municipal licence • a permit from airport / airport authority • authorization under federal authority • a public vehicle operating licence • Applies to vehicles carrying <10 passengers

  4. Affects those who act as; • A driver, • An Arranger, and • An Owner

  5. Penalties • Fines from $300 to $20,000 • Fine Non-payment = D.L. suspension, or • Denial of Ontario Vehicle Plate renewal

  6. Problems ? • Can only be enforced by police or identified parties in legislation………
