Background （１） Amendment of SOLAS Chapter II-1 Regulation 3-4 will require “Emergency towing procedures (ETP)” for : • all passenger ships, not later than 1 Jan. 2010; • cargo ships constructed on or after 1 Jan. 2010; • cargo ships constructed before 1 Jan. 2010, not later than 1 Jan. 2012 （２）MSC.1/Circ.1255 “Guidelines for Owners/Operators on Preparing Emergency Towing Procedures” should be referred.

JSTRA Project • Purpose • Support shipowners / shipbuilders for smooth ETB introduction by providing ETB samples • Members • Shipowners, Shipbuilders, MLIT, Towing company ClassNK (observer), etc. • Tasks • Analyze requirements by SOLAS and Guidelines (MSC.1/Circ.1255) • Develop ETB samples • Panamax Bulk Carrier, etc. • Prepare Document to DE52 (as Inf.Paper)

  5. 3.1 Development of ETB Sample • Practicable approach • Strike a balance between conformity to SOLAS / guidelines and easiness to prepare • Structure of ETB sample • Volume A: Description of Emergency Situation • To be used to deliver necessary information of emergency situation from the ship to associated parties including a towing company. • Volume B-1: Information of Ship • Provide ship-specific data, such as ship’s name, anchor details and draft range, as required by the Guidelines. • Volume B-2: Sample Procedures for Connecting Operation • Provide basic instructions for connecting operation.

  6. 3.2 Volume A of ETB • Description of Emergency Situation • Concise: To be sent to a towing company in case of emergency

  7. 3.3 Volume B-1 of ETB • Information of Ship • Specifications, Equipment, Towing Patterns, etc.

  8. 3.4 Volume B-2 of ETB • Sample Procedures for Connecting Operation

  9. 4. Conclusion • Use of our sample ETB for your ships is welcome. • Any suggestion will be appreciated — please contact us. • We will submit our ETB sample to DE52 (March 2009) as INF.Paper.
