  1. SUSTAINABILITY MEASURES IN BUILDING CODES Sustainability Measures in Building Codes Sustainability Worldwide Let’s Unpack the Factors How Do We Respond? The ABCB’s Role Future Directions Let’s Revisit the BCA And what the BCA is not Sustainability in building construction means “a way of building that reduces the negative health and environmental impacts caused by the design and construction process, by buildings or by the built environment”

  2. SUSTAINABILITY MEASURES IN BUILDING CODES • Buildings are a significant part of the economy • Where markets do not deliver acceptable outcomes, • regulation may be needed • When it does, the BCA comes into play • Sustainability is a goal of the BCA • BCA focus is on minimum regulatory requirements affecting • new and refurbished buildings not existing buildings • Climate change means negative environmental impacts • ABCB is active in mitigation and adaptation • ABCB advocates a national approach and COAG good • regulation practice Sustainability Measures in Building Codes Sustainability Worldwide Let’s Unpack the Factors How Do We Respond? The ABCB’s Role Future Directions Let’s Revisit the BCA And what the BCA is not

  3. SUSTAINABILITY WORLDWIDE Sustainability Measures in Building Codes Sustainability Worldwide Let’s Unpack the Factors How Do We Respond? The ABCB’s Role Future Directions Let’s Revisit the BCA And what the BCA is not • Widespread government and community focus on sustainability • overseas • OECD Sustainable Buildings Project • NZ Government’s revised Building Act 2004 recognises the • concept of sustainable development by introducing it into the purpose • UK Sustainable Buildings Task Group • Initiatives at all levels of government in Australia

  4. LET’S UNPACK THE FACTORS Sustainability Measures in Building Codes Sustainability Worldwide Let’s Unpack the Factors How Do We Respond? The ABCB’s Role Future Directions Let’s Revisit the BCA And what the BCA is not • Factors that impact on the design and construction of buildings • and their sustainable performance: • reducing emissions that harm the environment • conserving scarce natural resources

  5. THE FACTORS CONTINUED Sustainability Measures in Building Codes Sustainability Worldwide Let’s Unpack the Factors How Do We Respond? The ABCB’s Role Future Directions Let’s Revisit the BCA And what the BCA is not • Environmental factors: • greenhouse gases • waste water • construction and demolition waste noise • Conservation factors: • water • non-plantation timbers • energy and other non-renewable resources

  6. HOW DO WE RESPOND? Sustainability Measures in Building Codes Sustainability Worldwide Let’s Unpack the Factors How Do We Respond? The ABCB’s Role Future Directions Let’s Revisit the BCA And what the BCA is not • Regulation is one of the possible responses but alternatives • need to be considered: • market mechanisms; • Information programs; • planning approvals for siting and orientation of buildings

  7. THE ABCB’S ROLE Sustainability Measures in Building Codes Sustainability Worldwide Let’s Unpack the Factors How Do We Respond? The ABCB’s Role Future Directions Let’s Revisit the BCA And what the BCA is not • The ABCB has clear guidance from government that our challenge is to: • Develop and maintain minimum codes to achieve health, safety, • amenity and sustainability of buildings; • Undertake rigorous impact assessments; • Develop opportunities for greater national consistency; • And ensure transparency, accountability and consultation

  8. FUTURE DIRECTIONS Sustainability Measures in Building Codes Sustainability Worldwide Let’s Unpack the Factors How Do We Respond? The ABCB’s Role Future Directions Let’s Revisit the BCA And what the BCA is not • National Strategy on Energy Efficiency (NSEE) • BCA energy efficiency action and future direction • Road map to 2020 • Possible extension over time to cover broader sustainability issues • Under the NSEE, governments committed to develop a • National Building Energy Standard-Setting, Assessment and • Rating Framework • Aims for consistency on how buildings are assessed and rated for • energy efficiency and set out a pathway for increasing minimum • performance standards over time.

  9. LET’S REVISIT THE BCA Sustainability Measures in Building Codes Sustainability Worldwide Let’s Unpack the Factors How Do We Respond? The ABCB’s Role Future Directions Let’s Revisit the BCA And what the BCA is not • What is the role of the BCA? • Minimum standards for sustainability • Address market failure • Support national consistency • Be consistent with community expectations • Pursue regulatory reform

  10. AND WHAT THE BCA IS NOT Sustainability Measures in Building Codes Sustainability Worldwide Let’s Unpack the Factors How Do We Respond? The ABCB’s Role Future Directions Let’s Revisit the BCA And what the BCA is not • What is not the role of the BCA • Attempts to set best practice • Exceed community expectations • Matters outside of the building fabric, construction, use, maintenance, • building services and demolition • Inhibit innovation or best practice • Planning issues
