Adult and Community Learning Review • Local commissioning and accountability • Secure a wide offer which addresses a wide range of local needs and interests BUT • Focus public funding on those least able to pay • Facilitate links to vocational qualifications and work focused training BUT • Recognise and promote the wider purposes for learning and wider social impact
