  3. Objectives for the session • To introduce members of the CP Sub-cluster to the concept of the ‘Child Protection System. • To discuss the CP systems development in South Sudan.

  4. What is a system? • In practice, the various uses of the term ‘system’ ranges from the narrow and specific, such as the operating system of a computer or a car, to the broad and more loosely defined, such as a country’s `social system’. A specific type of system for a machine might have clearly visible parts and connections, whereas a broader social system includes both the formal structures of government (from the national level down to the community) and informal relationships between individuals and between organizations – along with cultural values, norms, beliefs and practices. Defining a system partly depends on the context because it is used to refer to different structures; for example, a transport system, a social system or a management system.

  5. What is a child protection system • “a set of laws, policies, regulations and services, capacities, monitoring, and oversight needed across all social sectors – especially social welfare, education, health, security, and justice – to prevent and respond to protection related risks.”

Why the need for CP Systems? • a dissatisfaction with the impact of fragmented approaches – particularly expressed by larger child protection agencies such as UNHCR, UNICEF and Save the Children, which address a range of interconnected issues in their work and operate in both emergency and development settings; • • concerns over undermining existing traditional or state protection mechanisms; • • and a growing understanding of children’s experiences – which often indicate a range of interconnected protection failures.

  7. What are the main components of a child protection system? • A mix of institutions, frameworks processes and behaviours / attitudes – • 1. Legal and policy framework including regulations and standards compliant with the CRC, other international standards and good practice. • 2. Effective regulation and oversight to ensure standards are upheld at all levels. Some argue that this component necessitates the existence of a specific agency or ombudsperson dedicated to child protection and / or child welfare, with the mandate, means, authority and responsibility to ensure the overall working of the system. • 3.   8. Components of CP System Cont: • 3. Preventive and responsive services which include both the institutions and structures (formal and informal; government and non-government) which deliver the services, and the processes through which these services are delivered. • 4. Effective coordination – particularly on case management - between relevant government and non-government actors and between sectors at different levels. • 5. Knowledge and data on child protection issues and good practices to inform evidence-based policy development and advocacy. Ty

What is a child protection system expected to do? • Work for the protection of all children • Address the full range of child protection issues • Make existing efforts and structures in child protection more efficient • Unite the child protection efforts of all actors • Place strong emphasis on prevention • Include measures to respond to and ameliorate the effects of child protection violation • Address the structural and organizational means to achieve children’s rights to protection Type your title in this FOOTER area and in CAPS

Challenges of a child protection system • Systems approach is still new and so more learning is needed. • Risk of diminished response for the children who are the most vulnerable – if systems building id prioritized before pressing child protection needs are addressed • Investment in government capacity can easily be misjudged. • Capacity and commitment at community level may be uneven.
