CCR Overview • CCR collects, validates, stores, and disseminates business information about the Federal Government's trading partners in support of contract awards, grants, and the electronic payment processes. • Interfaces with Dun & Bradstreet (D&B) to verify Name/address information during initial vendor registration. • Interfaces with CAGE, SBA, IRS, D&B and Ability One for authoritative source data during vendor registration. • CCR Tools - Allows government users to view trading partner profiles. • Data from CCR feeds to numerous external systems. • EPLS • FPDS-NG • Contract Writing Systems • PPIRS • eSRS • EBS • ORCA • SBA’s Dynamic Small Business Search (DSBS) • Grants.gov

Regulation and Policy • Mandated as of October 1, 2003 • “Trading partners MUST be registered in CCR prior to being awarded any contract, basic agreement, basic ordering agreement, or blanket purchase agreement unless the award results from a solicitation issuedon or before May 31, 1998” . • FAR Clauses: 52.232-33, 52.204-7 and 4.11: • - Informs vendors that EFT payment will be made using information from CCR. • - To register in CCR, a firm must have a Data Universal Numbering System (DUNS) number. The DUNS Number is assigned by Dun & Bradstreet (D&B) to identify unique business entities. • - Prospective vendors must be registered in CCR prior to the award of a contract or purchase agreement and payment. • You can read more about CCR registration policy and background on https://www.bpn.gov/ccr/CCRPol.aspx.

Releases • September 2009 • Excluded Parties List System (EPLS) Lookup Interface - CCR will check for debarred listings in EPLS at the end of CCR registration - A link to EPLS to check for most current data will be included - Provides all debarred statuses in CCR • Allow editing of physical ZIP+4 if filled with zeroes from D&B - ZIP+4 field will be open for the vendor to manually input - An entry of all zeroes (0000) or all nines (9999) is invalid

What information is Needed to Register in CCR • Data Universal Numerbing System (DUNS) Number provided by Dun and Bradstreet (D&B). • Tax Identification Number (TIN), Employee Identification Number (EIN), or SS# (Sole Proprietor). • Statistical Information about your business. • Electronic Funds Transfer (EFT) Information for payment of invoices. • *Note 1 and 2 may be collected at the same time.
