History of Scrap Tire Law • 1990 - SB 530 – Established Fifty Cent Fee on each tire sold, Whole Tires Banned from Landfills, Most of Fee went to Market Development Grants • 1995 - SB 60 & 112 - 65% of fee allocated to Cleanup of Existing Tire Piles - Processing Permits Required - Extends Fee Sunset to January 1, 2001

  3. History of Scrap Tire Law (continued) • 1999 - SB 426 - Extends sunset to January 1, 2004 • 2002 - SB 1011 - Removes the word “used” from the law • 2004 - Fee expired • 2005 - SB225 - Reinstates fee with 1/1/10 sunset - changes “waste” to “scrap”

  4. History of Scrap Tire Law (continued) • 2009 – HB 661 - this bill reinstated the fee until January 1, 2015 • 2014 - SB 642 and 664 - Signed by the Governor July 7th. Reinstates the fee with 1/1/20 sunset

  8. Current Statistics • Tires Cleaned Up – 17,497,577 • 1,358 sites cleaned up • Known Tires Remaining – 142,764 • Estimated Unknown Tires – 1/2 million

  11. Current Cleanup StrategyTire Dump Roundup • Press Release issued November, 2006 • Free roundup cleanups began in December 2006 • MVE conducts cleanups • 592 sites reported • 543 sites cleaned up -2,361,796 tires • Maintain approx. 175,000 tires “balance”
