In May 2005, a discussion in Reykjavik focused on the UK’s development of biometric driving licences and identity cards. With a current register of 38 million drivers and plans to enhance card technology, the DVLA is set to introduce web-enabled systems by 2007/8. This project emphasizes security, interoperability, and flexibility in integrating smartcards into various government applications. Key challenges include technological standards and the synchronization of different identity documents. Future projections indicate widespread issuance of smartcard driving licences by 2008.

By 2008 DVLA will be issuing millions of smartcard Driving Licences on a UK national basis (possibly Provisional DL sooner) . How will these fit with: Local Government cards? Smart passports (ICAO and introduced soon)? ID Card (ICAO compliant but introduced 2009?)? Other UK Govt smartcards- e.g. Smart Vehicle Registration Certificates, - plus a whole range of other applications that need clearance and ID? Other countries - DL and ID? Future technology projections? Different pace of developments and own governance but need to decide soon Key Issue for DVLA
