  2. Background • In Malawi the History of Census dates back in 1891. • The first modern census as well as first post- independence census was conducted in 1966. • It was based on the UN definitions and methodology. • Since then censuses have been conducted after every 10 years.

  3. The last census was conducted in 1998, a year later, due to lack of funding from Government in that year. • Keeping in line with the decennial census programme, the next census is planned to be undertaken in 2008.

  4. 2008 CENSUS PREPARATIONS • Preparations for the 2008 census involve: -Cartographic work or Mapping- Field experiences from 1998 census and various surveys have all demonstrated a strong need of updating 1998 census maps before they are used in 2008 census enumeration. Problems observed were vast EAs, new villages emerged, location of other villages shifted e.t.c. - Advocacy for Resource and Social Mobilization -Development of data collection instruments - Pre-testing and piloting of census

  5. STATUS AND PLANS • CARTOGRAPHIC WORK • This exercise started in 2003 with funding from UNFPA and the Govt. • Five mobile teams were assigned to do the work. • The teams covered all the 28 districts by November 2006 including quality assurance exercise in the selected areas.

  6. CARTOGRAPHIC WORK- Cont. • GPS was used to collect geo-points and GIS are used for computerization of the maps. • Computerization of maps is almost through. • A total of 10609 EAs are identified as compared to 8171 used in 1998.

Advocacy for Resource and Social Mobilization • NSO developed census project document and advocacy document for resource mobilization. • These documents are presented to the President and financial minister for approval. • A cabinet meeting is scheduled to discuss the documents. • Planned to have stakeholders and donors workshops for resource mobilization and sensitisation workshops for the general public.

Development of Data Collection Tools • NSO in collaboration with UNFPA country support team have drafted a census questionnaire. • NSO is planning to have consultative meetings with both data users and producers to ensure that it collects the countries major data needs and used appropriate definitions.

  9. Challenges • Mapping Funding delays • Weather • Lack of Commitment among the possible Census funding organizations • Non-Availability of supervisory vehicles • Lack of GIS expert- the users not fully trained.

  10. INTERVENTIONS • UNFPA provided a vehicle for supervision of mapping exercise.

  11. P & R, major deviations and Challenges • Almost all Core census questions are included in the 2008 PHC questionnaire • No major deviations • Challenge; • keeping up with the Census Calendar according to the UN P&R • Resource mobilization towards Census undertaking • Govt. and Public sensitization requirements
