Special opportunities in France Electric heating is a chance (yes !) : • New homes require very little HVAC energy: the challenge is not the energy itself but its regulation • +- 0.5°C in 8M homes > energy of peak hours ! • and… positive energy homes do not produce natural gas The regulatory framework is « almost there », but: • Demand shifting requires urgent legalization of any means of collecting DSO meter data…(as for DR) • Redesign regulatory framework to acknowledge the fact that the Internet has been there for 15 years… stop the « phone call argument » for issues like the 10MW threshold for DR
