Purpose The Sub-Saharan Africa Transport Policy Program (SSATP) is an international partnership to facilitate policy development and related capacity-building in the transport sector of Sub-Saharan Africa. Sound policies lead to safe, reliable, and cost-effective transport, freeing people to lift themselves out of poverty, and helping countries to compete internationally

Interventions • Sponsoring research, documentation, conferences and publications • Disseminating information and raising awareness on transport issues • Advising and facilitating transport policy development in SSA • Coordinating initiatives and sponsoring links between SSA institutions and elsewhere

  4. Partnerships • UNECA and World Bank as host organizations • 18 bilateral and international funding partners since inception • Regional SSA economic and sector institutions • Networks • NGOs and technical support organizations

Since the early 2000s • Program restructuring, new governance structures • Focus on linkages between transport and poverty reduction strategies • Focus on transport cost reduction as overarching goal • Emphasis on fostering regional integration, corridor facilitation • New partnerships with SSA - NEPAD

Long Term Development Plan • US$25 million over 2004-2007 • Adopted June 2003 in Kigali • Implementation through annual work plans • Validation through annual SSATP meetings • Link to NEPAD Short Term Action Plan • SSATP coordination function in each country • Program approach – convergence of sub-sector themes and issues

  8. 2004 Work Plan • Adopted October 2003 • National approach – transport sector strategy responsiveness to poverty reduction and development agenda, SSATP coordination function • Regional integration – REC capacity building and transport corridor management • Transport performance indicator development • Three priority thematic areas selected • Five cross cutting themes identified • Budget of US$5.4 million

Linkages to World Bank programs • Team leaders are the key staff resource for SSATP • SSATP principal vehicle for ESW in transport in SS Africa • About 30 World Bank client countries are SSATP or component members • SSATP work underpins policy and institutional reform agenda of World Bank , e.g. road funds, rural transport strategies • Importance of transport portfolio for World Bank in Africa – up to US$1 billion per annum in future?
