Government’s Response • The T.C.C.T.P is intended to provide social protection by promoting nutrition and food security to vulnerable households, thereby reducing the effects of poverty. • The T.C.C.T.P addresses food insecurity via a cash transfer while simultaneously spearheading rehabilitative and developmental activities by ensuring that recipients are afforded skills training as well as referrals and assistance in finding employment as a prerequisite for receiving the cash transfer. • The programme also provides training in specific areas including: budgetary planning, family planning, career guidance and life skills and is governed by

  8. Status • Programme implemented 2006(Food Support via a Debit Card) • RISE-UP started in 2011 • Still in implementation mode • Biometric • Integrated Social Enterprise Management • Consolidation of Social Services

Impact • As of July 2013, 42, 202 persons are benefitting from the programme. • 1600 clients were referred for skills training • 2808 persons received meaningful intervention from family case workers/ liaison officers • 8898 persons successfully graduated off the Programme by increasing household earning • 208 graduates were empowered to become entrepreneurs

Impact • 3500 persons exposed to various agricultural projects • 50% of those persons are now entrepreneurs supplying supermarkets or have opened up their own businesses. • The majority of the balance have been able to cut down on their food bill or increase savings through backyard gardening/grow box. • Eradicated extreme hunger (To be determined) • Project 23: We recently partnered with prosthetic provider and assisted 23 families with children suffering with Cerebral Palsy.

Has political support • Only food support programme • Government commitment to the eradication of hunger and poverty in general • Design is developmental in nature, current Minister of Finance and Minister of Planning support graduating persons from programmes
