Presidential Directives • A form of executive order issued by the President with consent from the National Security Council • Carries the “full force and effect of law”, a power allotted to the executive branch for matters of National Security • Issued by many Presidents such as Truman, Kennedy, Carter, Reagan, Bush Sr., Clinton, Bush Jr. and Obama during times when Homeland Security was being threatened

Presidential Directive 5 Abstract “Homeland Security Presidential Directive 5 serves to enhance the ability of the United States to manage domestic incidents by establishing a single, comprehensive national incident management system. This management system is designed to cover the prevention, preparation, response, and recovery from terrorist attacks, major disasters, and other emergencies. The implementation of such a system would allow all levels of government throughout the nation to work efficiently and effectively together. The directive gives further detail on which government officials oversee and have authority for various parts of the national incident management system, as well making several amendments to various other HSPDs.” – From the Homeland Security Digital Library

HSPD 5 • Established a single, comprehensive national management system: • Prevention, preparation, response, and recovery in the event of terrorist attacks, major disasters, other national emergencies • Combines efforts of all levels of government including national, state, local • Outlines which government officials oversee the system and their authorities

Presidential Directive 8 Abstract • “Homeland Security Presidential Directive (HSPD) 8, issued by President Bush on December 17, 2003, establishes policies to strengthen the preparedness of the United States to prevent and respond to threatened or actual domestic terrorist attacks, major disasters, and other emergencies by requiring a national domestic all-hazards preparedness goal, establishing mechanisms for improved delivery of Federal preparedness assistance to State and local governments, and outlining actions to strengthen preparedness capabilities of Federal, State, and local entities.” – From the Homeland Security Digital Library
