Changing “On the Fly” • Player coming off the ice must be at the bench & out of the play before the substitute participates in play. • "Participates in play" means playing the puck or checking an opponent.
Changing “On the Fly” • If the player leaving the ice and his/her replacementare on the ice at the same time, the determining factor is whether the offending team gained an unfair advantage. • Examples of “unfair advantage” include gaining possession of the puck or forcing a turnover while too many players are on the ice • If the offending team gains an unfair advantage, a Bench Minor for Too Many Players on the ice must be assessed. • If the puck accidentally deflects off either the player leaving or his/her replacement during the change, there is no penalty.
Premature Substitutionof the Goalkeeper • Typically occurs when there is a delayed penalty on the opposing team or in the last minute of play • Goalkeeper must be… • (All except Juniors) ... at the bench and out of the play before the substitute enters the ice • (Juniors only) ... within 10 feet of the bench before the extra skater can come on the ice • Violation is a face-off at either: • Center ice • Along the imaginary line closest to where the puck was last played if the illegal substitution occurred while the puck was still in the offending team’s defending half of the ice) • There is no penalty! • Back Referee or Back-Linesman is primarily responsible for monitoring substitutions
During A Stoppage of Play • Each team allowed one change per stoppage • Allowing approximately 5 - 8 seconds for each team to make its changes • Home team is entitled to make the last change. • Use the “stop signal” to communicate • Raising the arm to give the stop sign signals the visiting team that no further changes are permitted • Lowering the arm signals the home team that no further changes are permitted. • If a penalty is assessed during a stoppage, both teams are entitled to make an additional change
Goalkeeper Changes • Goalkeepers may be changed at any time (including “on the fly”) • Goalkeepers cannot go to the team bench during a stoppage without the referee’s permission, unless they are being substituted (exception: time-outs). • When a substitution for the goalkeeper has been made under this rule, the goalkeeper cannot return to the net until the next stoppage of play, unless a penalty is imposed during the stoppage. • For violation of this rule, the team must either substitute for the goalkeeper or be assessed a Bench Minor penalty
Major or MatchPenalty Situation • Youth and high school classifications: • Substitute players shall be placed on the penalty bench immediately. • Adult classifications ONLY: • For a player assessed non-coincident major and game misconduct penalties (or a match penalty), the offending team may place asubstitute on the penalty bench during any stoppage prior to the expiration of the 5-minute penalty. • Also applies if the penalized player is injured. • No substitute for the penalized player may enter the game except from the penalty bench. • For violations, assess a bench minor penalty for illegal substitution.
