Early Notification Incentive • Provides employees with a financial incentive to notify us early of their intent to leave the district • Allows HISD to identify vacancies and make relevant staffing changes prior to termination decisions • Establishes clear eligibility and timing guidelines • Incentive amount would differ by years of service:

Earlier Transfer Period • We are proposing to move the teacher transfer period earlier so that we can identify vacancies and unassigned continuing contract teachers as early as possible • Teacher transfer would be March 28 – April 23 • We will hold high standards on transfers, including ensuring that the teacher is not on an intervention plan and is properly certified • Teachers would continue to be allowed to transfer beyond this period, but most would be earlier DRAFT: For Discussion Purposes Only

Displaced Teacher Strategy • 89 continuing contract teachers are currently without an assignment for next year, with the potential for more going forward • The cost to carry these 89 teachers next year is $5.7 M • The district must develop a strategy to ensure that these teachers find budgeted assignments or exit the system • We want to mitigate the district’s financial obligation while recognizing the staffing flexibilities of individual schools and the disruption that widespread “bumping” could cause DRAFT: For Discussion Purposes Only
