FOR TRAINING PURPOSES ONLY // FOUO/REL to USA, ISAF, NATO • 3/52 has made significant progress in promoting Rule of Law to the Nadir and Zahir ANSF. 4/82 IBCT will continue to coach rule of law and promote a warrant based targeting system utilizing the enclosed documents. • Prior to the execution of any operation to search a qalat, compound, any residence and the detention of an individual 4/82 IBCT will ensure that the ANP/ANA executing are in possession of a signed search or arrest warrant(Annex A). • If the intent of an operation is to detain a JPEL target, 4/82 IBCT will continue to coach their partnered ANP/ANA to obtain a warrant. If a detain warrant is not obtained within the feasible operational execution timeline all evidence on the objective will documented IAW Annex C (Evidence Seized) and a detain warrant will be obtained upon completion of the operation. • Search/Detain warrants will bear the signature of the Provincial Prosecutor • 4/82 IBCT will ensure that the Zahir/Nadir ANP obtain a Provincial Prosecutor signature by utilizing their chain of command (District ANP Chief to Provincial ANP Chief to Provincial Prosecutor) • 4/82 IBCT will ensure that all OCC-Ps and OCC-Ds are in compliance with Annex B (CJTF-52 OCC-P/OCC-D Template on Detainee Packet) WARRANT BASED TARGETING FOR TRAINING PURPOSES ONLY // FOUO/REL to USA, ISAF, NATO

  2. FOR TRAINING PURPOSES ONLY // FOUO/REL to USA, ISAF, NATO Purpose: To ensure all paperwork and information on detainee is recorded. Create two individual detainee packets ANSF will fill out their required paperwork in Dari and LEP counterpart will fill out required paperwork in English. Each packet should mirror each others. This will provide accurate accountability on proper detainee processing and to insure the investigation phase is following Afghan Rule of Law to either prove quilt or innocence on the part of the detainee. Conduct an assessment of detainee to determine if he is physically and mentally able to be held at the OCCP DC. Assess any physical abuse of detainee prior to arrival at the OCCP DC. Provides investigative personal history of the detainee and family. The Investigation Sheet should be filled out once all detainee booking procedures are completed. ANSF Officer will signed the release form acknowledging taking control of detainee. Detainee will sign or provide fingerprint for all personal items. If ANP is the arresting Unit the letter will go to OCCP ANP Colonel .
