  3. Food Safety Preventive Controls Alliance(FSPCA) • Public-private Alliance to assist small and medium companies in understanding FSMA technical elements and to comply with rule

  4. FSPCA Primary Goals • Develop standardized training and education program • Conduct education, outreach • To assist in implementation of FDA’s preventive controls regulation

  5. FSPCA Primary Goals (cont.) • Develop a variety of training materials and delivery mechanisms, including: • train-the-trainer for industry food safety personnel • training for state and federal regulators • Help develop guidance information

  6. FSPCA Primary Goals (cont.) • Serve as a source of information to the food industry on the science, technical elements relevant to hazard analysis and preventive controls

  7. Target Audiences • Personnel at animal food facilities • emphasis on small companies • Regulatory personnel • All others interested in hazard analysis and risk-based preventive controls

  8. Prior to the Final Rule • Develop training materials • Develop a protocol to: • ensure a uniform, cost-effective FSPCA training program • maintain records of certificates of those trained • list courses being provided by qualified trainers

  9. After the Final Rule • Provide training: • Train-the-Trainer • “Basic” Preventive Controls (Internet and instructor-led) • Provide outreach to industry

  10. Information Gathering for Guidance Documents • Technical information about hazards and appropriate preventive controls for specific animal food types
