  3. Our 10th HRSD Keynote Speaker • His own family members probably would add, “he is amiable and lovable” • and for sure, his mother and his father the great leader Eddie Villanueva would say, “all those qualities plus he is handsome.”

Our 10th HRSD Keynote Speaker • Despite his youth as a Congressman, his achievements cannot be underestimated, having sponsored a remarkable total of 12 legislations, including the landmark Republic Act 9189 or the Overseas Absentee Voting Act – a law that empowered Filipino overseas workers into participating in elections.

Our 10th HRSD Keynote Speaker • His achievements in his first term in Congress brought him to his second and third terms from 2004 till 2010 where he authored several other laws, including the landmark law, Republic Act 9485 or the Anti-Red Tape Act – a law that seeks to effectively reduce red tape in the bureaucracy to ensure better and more efficient service to the public.

Tomas and • Special Studies in Business Administration at Harvard University, Cambridge, Massachusetts, USA. • Aside from being Director General of TESDA, our keynote speaker is also the program host of “Adyenda”, a 30-minute TV program presentation of various socio-political issues aired over GMA7 and QTV 11.
