  2. What is Standards – Based Assessment ? • An approach that compares students’ performances to the standards. • Standards test specification and the goals of educational programs have to be appropriate. • Designing assessment also have to be appropriate with the standards.

  3. ELD STANDARDS ENGLISH LANGUAGE DEVELOPMENT • The standards are designed to helpteachers in moving English learners to fluency in English. • The strategies used tohelp students attain proficiency in English differ according to the age at which a student begins learning English. • The ELD standards must be applied appropriately for students in each grade level from kindergarten through grade twelve.

California, California have standard that create by the California Department of Education. • Listening and Speaking standards for learners. • Identifying student’s competency to understand the English language and produce language orally. • Learners have to demonstrate proficiency on the English Language Arts (ELA) listening and speaking standards. • Learners must develop both fluency in English and proficiency on the ELA standards.

ELD ASSESSMENT • California English Language Development Test (CELDT) Is a instruments designed to asses attainment of ELD standards across grade level. • Language and Literacy Assessment Rubric (LALAR), In which multiple forms of evidence of students’ work are collected. Teachers observe students year-round and record their observations on scan able forms. The use of the LALAR system provides useful data on students’ performance at all grade levels for oral production, and for reading and writing performance

  6. CASAS(Comprehensive Adult Student Assessment) • To measure functional reading, writing, listening, speaking skills, and higher-order thinking skills. • Scaled scores report learners’ language ability levels in employment and adult life skills context.

  7. SCANS(Secretary’s Commission in Achieving Necessary Skills) • Outlines competencies necessary for language in the workplace. • Instrument are used to measure training in the basic skills (reading, writing, listening, speaking); thinking skills such as reasoning and creative problem solving; and personal qualities, such as self-esteem and sociability.

  8. TEACHER STANDARDS Kuhlman (2001) emphasized the importance of teacher standards in three domains: 1. Linguistics and language development.2. Culture and the interrelationship between language and culture.3. Planning and managing instruction.

  9. CONCLUSION Standards-based assessment concern on English language development point (ELD) where standard process used to develop the English language is also on offer in two different forms, including CASAS and SCANS.
