  2. Session Overview In this session, we will discuss about the preparation of the statements Nos. 7 and 8. Various sources from which the data for the Statement No. 5 and 6 are prepared will be discussed. RTI, Nagpur

Learning Objective • By the end of the session, we will be enlightened with the preparation of the statements Nos. 7 and 8 from the Statement Nos. 11, 12, 16, 19 and 8, and inputs from the Broadsheets and Investment Accounts being maintained in BOOK Section for the Explanatory Notes. Additional checks prescribed by the Headquarters for these two statements will be discussed along with the keys used for preparation of these statements. RTI, Nagpur

  4. Statement No. 7- Cash Balances and investment of Cash Balances. This depicts the overall cash balance position of the Government viz. Balances with RBI, Deposits with Commercial Banks and remittances in transit. It also shows the investments made out of the Cash Balance such as Departmental Balances, Cash Imprest and investments in Earmarked Funds. It also explains the Ways and Means position of the Government indicating the Overdraft made. A suitable footnote giving the analysis of differences between the figures booked in the accounts under RBD with those reported by RBI, Nagpur for necessary reconciliation. Format: Figures to be depicted in lakhs of rupees. RTI, Nagpur

  5. Additional checks to be exercised on “Statement No. 7” as prescribed by the Headquarters Office. (1) The interest realized on Cash Balances Investment made during the year shown in this statement should tally with figure shown in Statement 11 against head of account 0049-04-110-Interest realized on Investment of Cash balances. If the figures are not tallying suitable footnotes need to be given in both the statements. • The figures appearing in the Statement should tally with the figures appearing in Statement 16 and Statement 19. • Interest charged in respect of Ways & Means advances shown in the Statement should tally with amount booked against head of account 2049-01-115-Interest on Ways & Means Advances from Reserve Bank of India appearing in Statement 12. • Explanatory notes on difference between the cash balance according to books of Government and that reported by Bank, indicating also the factors responsible for such difference.   6. Additional checks to be exercised on “Statement No. 5” as prescribed by the Headquarters Office (contd…) • The details of the Investments held in the cash balance investment account given in explanatory note should tally with figure indicated in the statement. RTI, Nagpur

  7. Statement No.8 - Summary of Balances under Consolidated Fund, Contingency Fund and Public Account. This statement gives the overall picture of the Government’s finances under various sectors of account. Format: Figures are inthousands of rupees. RTI, Nagpur

  8. Additional checks to be exercised on “Statement No. 8” as communicated by Headquarters Office. • Explanatory notes to bring out how far the balances under each head agree with those shown in the separate Registers or other accounts maintained in the Accounts Offices/Departmental offices for the purpose in accordance with the prescribed rules, and how far they have been accepted as correct by the Departmental Officers concerned where necessary. • The Sectoral totals appearing against the DDR heads should tally with the closing balance figures appearing in Statement 16.
