Timeline: 1972-2022 Growing public concern about energy crisis, oil spills, toxic disasters, cancer rates, nuclear meltdown… “Long-term environmental strategies for achieving sustainable development to the year 2000 and beyond” – Brundtland Report Agenda 21:Programme of Action for the 21st Century

  4. “A matter of grave concern…” The major cause of the continued deterioration of the global environmentis the unsustainable pattern of consumption and production, particularly in industrialized countries … a matter of grave concern. - Agenda 21, Chapter 4 (1992)

  5. Rio Principle 8 “To achieve sustainable development and a higher quality of life for all people, States should reduce and eliminate unsustainable patterns of production and consumption…”

  6. In Agenda 21, Ch. 4, one type of “framework” is a key objective: Develop a domestic policy frameworkthat will encourage a shift to more sustainable patterns of production and consumption. [4.17b]

CSD NGO SPAC Caucus Important tool for NGOs attending CSD to organize and advocate common SPAC priorities: • Beyond efficiency to sufficiency • Under- and over-consumption • Targets and timetables. • National SPAC policy frameworks. • Policy guidelines on SPAC. • Corporate responsibility and accountability.

Message to governments:Implement Agenda 21! • Review progress towards SPAC • Develop national SPAC policy frameworks. • Right to know & access to justice. • Eliminate destructive subsidies. • Promote Producer Take-Back programs. • Re-define the topic: Adopt new concepts & measures of wealth & prosperity. - SPAC Caucus at CSD-7 (1999)
