This document outlines the procedures for automatically designated traditional and non-traditional stormwater management practices (SWMP) within urbanized areas. Users must submit Notice of Intent (NOI), SWMP, and fees to the Regional Water Quality Control Board (RWQCB). A public review period of at least 60 days follows submission, during which public hearings may be requested. SWMPs will be evaluated against the Maximum Extent Practicable (MEP) standard before permit coverage is granted. Contact information for RWQCB representatives is also included for assistance.

State Designated Traditional • Attachment 2 October 27, 2003 • Submit NOI, SWMP (hard copy and electronic), and fee to RWQCB
State Designated Non-Traditional • Attachment 3 180 Days After Designation • Designation by RWQCB - Delegated to EO • Submit NOI, SWMP (hard copy and electronic), and fee to RWQCB
Public Review • Public can access submitted SWMPs via internet • Public can request email notification when SWMPs are available • Minimum 60 day review period • May request a public hearing by RWQCB • If hearing requested, meeting notice requirement procedures will be followed (30 day notice)
Approval • SWMPs must be reviewed and determined that they will meet the MEP standard before permit coverage commences • If public hearing requested - approval by the RWQCB • If no public hearing - approval by Executive Officer • Negotiations may occur before approval
