Some questions for the Conference • Are SDIs the “way forward”? • Policy makers appropriately establish “the indicators”, but: • what role should they play in how these should be measured? • can indicators exist in isolation from a supporting system of measurements? • what if indicators “indicate” something but we don’t understand what? • can indicators be meaningful without a drill-down capacity?
Some questions for the Conference • If the answers to even some of my questions are yes, then what do we need to do: • to ensure that statisticians design the measurement systems for the indicators selected by decision makers? • to develop a measurement system to support SDIs? • to ensure that the three legs of SDI can analytically be connected – e.g. to answer “what if” questions?
