Sandwell Safeguarding Children Board • The SSCB has a statutory duty to establish and agree how local organisations will co-operate to safeguard children and promote their welfare • Members of the Board are senior representatives of agencies and organisations all of whom have a legal duty to safeguard children and/or a legal duty to co-operate to do this. Voluntary organisations are also represented on the Board • The SSCB through its operational subgroups and engagement with local communities develops procedures to safeguard children and raises awareness of the need to safeguard children. It reviews all deaths of children, including where necessary conducting serious case reviews when a child has died and abuse/neglect is a known or suspected factor. It also monitors the effectiveness of agencies working together • The Vision of Sandwell’s Safeguarding Children’s Board is • “to establish Sandwell as a community where everybody, every family, every professional and every organisation in this and subsequent generations makes it their business to listen to every child and every young person and help them grow up safely and succeed in adult life” Safeguarding Children and Young People is Everybody’s Business.   5. Welcome The catalogue is aimed at professionals working in all organisations involving children, young people and their families. The Learning & Development sub group devised the catalogue to support locally identified needs and priorities as well as national priorities and inspection findings. The priorities for 2014-2015 are as follows; P1Monitor and review single agency (multi-agency) training for all professionals in Sandwell P2 Undertake and disseminate Multi-Agency Threshold training to embed thresholds within Sandwell. Ensure there is an ongoing rolling programme that is sustainable (general objective) P3 Implement learning from Serious Case Reviews, DHR’s and IMR’s (general objective) P4 Implement Multi-Agency Awareness training regarding CSE (specific topic objective) P5 Implement Multi-Agency Awareness training regarding Domestic Abuse (specific topic objective). P6 Provide multi agency awareness training in support of the SSCB ‘Neglect Policy’. P7 To take into account emerging issues in relation to child protection. [IL0: UNCLASSIFIED]

  6. Welcome con’t The training is targeted at 4 groups of audiences based on their degree of contact with children at their level of responsibility. (Appendix B, page 19) These are for guidance only and it remains the responsibility of each agency to discuss with each member of staff which courses are appropriate for their job role, level of contact and responsibility. The cost of training is met by the L&D sub group so attendance is free subject to compliance with a non attendance policy. Unless specified, all face to face courses are held at Coneygre Arts Centre , Tipton. Failure to notify non attendance may incur a charge to the Agency. EVALUATION You will be asked to complete an evaluation form after each course, which assists in planning future events. You may also be asked to participate in evaluating the impact of training on practice. This will entail completing an additional form by email or over the phone 3 months after the event. Multi Agency Threshold Training Priority 2 Workshop Style: 30 per session Target Audience: Groups 2, 3 & 4 Aim: • To understand the levels of need in relation to Sandwell’s Threshold document and what interventions and support is appropriate for children, young people and their families Learning Outcomes: • To describe legislation appertaining to Safeguarding and Protection • Sandwell’s Thresholds and how to apply them • What is an appropriate referral route dependent upon the level of need and risk assessment • Where to seek advice and guidance from to support decision making • Keeping work focussed on the child • To ensure that full regard is given to all aspects of diversity and that equality Pre- Course Work It is essential that all perspective delegate read the Multi Agency Threshold Document prior to joining the course. Responding to Domestic Abuse as a Child Protection Issue Priority 5 Workshop Style: 30 per session Target Audience: Groups 2, 3 & 4 Aim: • To increase awareness and knowledge about the social, cultural and political context of domestic abuse and the impact that it has on children and their families Learning Outcomes: • Apply within their work/profession a greater understanding of domestic abuse and be able to identify signs and symptoms and address concerns more confidently • Demonstrate a thorough understanding of the links between domestic abuse, child protection and child abuse • Understand the impact on children and families and the complexities of the situation they are in. • Apply the necessary risk assessments to protect children and young people in accordance with local procedures and good practice. • Recognise the need for effective early intervention by the application of local procedures to competently support a child disclosure or suspected incidents of domestic abuse. • Understand the Sandwell Partnership’s co-ordinated community response to tackling domestic abuse and to recognise your agencies role and responsibilities contained within the Domestic Abuse Strategy and agency implementation plans. • Have knowledge and information on a range of services available in and out of Borough to help, support and protect children, young people and adults experiencing domestic abuse. • To ensure that full regard is given to all aspects of diversity and that Equality of Opportunity is promoted in service delivery Dates and Times: • Wednesday 15th October 2014 09:30 – 12:30 • Tuesday 3rd February 2015 09:30 – 12:30 • Tuesday 9th June 2015 09:30 – 12:30 [IL0: UNCLASSIFIED] Int Ref: P5

Priority 7 Workshop Style: 30 per session Target Audience: Groups 2, 3 & 4 Aim: • To have a clearer idea of the role that vulnerabilities and grievances can play in radicalization and how they can be exploited by radicalizers using terrorist ideology. Learning Outcomes: • Have a better understanding of the Prevent strategy and your role within it and how to involve safeguarding. • Have the ability to use your existing expertise and professional judgement to recognise vulnerable individuals who may need support in a pre-criminal environment. • Understand the partnership referral pathway and interventions used.   14. Understanding Extremism TrainingPriority 7 • Workshop style. • Target audience: Groups 2, 3 & 4. Aims: • Raising awareness about extremist groups that operate in the UK, the risk they pose to young people and communities and the steps that can be taken to reduce this. • This course is dedicated to facilitating an understanding of extremism and how to counteract concepts as well as activity. • Support practitioners who work or interact with young people and communities in Sandwell that may be vulnerable to extremist movements. • Promote good relations between different communities. • Support safeguarding requirements. Sandwell Safeguarding Children’s BoardSkills Framework (Appendix B) Skills and Competencies Framework This framework gives guidance on: • Who should have safeguarding training in terms of staff groups • Provides guidance for line managers to determine the levels of competency that need to be achieved based on the statutory guidance • The table on page 20 illustrates the level of safeguarding training required for staff and volunteers. They have a responsibility to protect and promote the welfare of children but their responsibility is not specific in terms of making referrals. Artemis eLearning Programme • The Artemis eLearning Programme is a complementary learning package, it should be used in addition to face to face learning, and not as a sole replacement of your Safeguarding Learning • The Artemis eLearning Programme is a suite of high quality courses for all those working or volunteering with children, young people and their families. It has been developed by practitioners • The course reflects the Artemis philosophy of • Multi Agency working • Provides a common language • Signpost you to further learning and development opportunities and information • Every course produces a certificate of achievement, contributing to your continual professional development • Designed to be thought provoking and may change the way you think and relate to children, young people and their families • In some cases there may be a small administrative charge for the licence. Artemis eLearning Programme Information Sharing Aim: • To deliver a high quality eLearning course based on the government’s guidance for practitioners and managers on sharing information Learning Outcomes: • Understand how to use the 7 Golden rules as a resource • Be able to use a flowchart to help understand the 7 key questions that inform decision making about information sharing • Know what resources and support are available in information sharing. Integrated Working Aim: • To provide the children’s workforce with tools to support integrated working and to enable them to use common processes, language and systems to the best advantage for children, young people and their families.   27. Artemis eLearning Programme Child Protection Level 1 Aim • To introduce learners to the concept of providing protection to children in their care. The course will cover understanding the concept, the size of the challenge, how to spot issues of concern and what to do about them. This programme is seen as complementary to Safeguarding Children and Young People Module 1 and is not intended to replace it. Learning Outcomes: • Understand the concepts of safeguarding children and child protection • Recognise the signs and symptoms of abuse Child Sexual Exploitation Aim: • To understand the nature, signs and indication and risks associated to Child Sexual exploitation (CSE) Learning Outcomes: • Recognise the groups that are especially vulnerable to CSE and the types of exploitation activity • Understand the impact of CSE on the child and their family • Understand the attitude of victims of CSE and strategies to engage with children at risk of exploitation [IL0: UNCLASSIFIED]

Artemis eLearning Programme Promoting Participation Aim: • Based on government requirements, this course is designed to help anyone supporting children and young people to gain an understanding of the world of work. This is alongside a greater ability to identify, pursue and continue successful routes into education, employment or training until the age of 18 Learning Outcomes: • be aware of the ‘Raising the Participation Age’ agenda • understand their role in raising aspirations and motivating children and young people • Appreciate the importance of good role models • Promote good practice and support transition • Challenge stereotypes and discriminatory ideas around careers and career pathways • Better support choices of learning, career pathways and accessing opportunities • Support the development of the skills, attitudes and attributes needed to be resilient and successful • Additional and specific support for those at risk of not accessing education, employment or training.
