1) History (cont’d) Other Inventories • 1990 EC began developing NPRI • 1993-2001 NPRI annual update • 1990 Trace Air Contaminant Inventory for B.C. • 1998 LFV hazardous air pollutant study • Additional estimates are available from EC for • Dioxins, furans, and hexachlorobenzene • Benzene • Mercury, and • Ammonia • 2003 NPRI adding CACs for 2002 reporting year
2)Current Status (cont’d) Year 2000 update • Point sources • Cut point of 200 tonnes/yr of any one contaminant reduces number of sources from 812 to 222 while accounting for 87 to 99% of permit fee releases • For 222 (> 200 tonnes) • 22 Mills are being surveyed by NCASI • 200 Have been surveyed by AP – 169 provided some input • Most non-reporters are forest products – to be followed up on by EC contract to ET Consulting

3) The Ideal • Permit fees 100% accurate - maximum and actual • 100% accurate emission estimates for all sources • All stacks and buildings in GIS – with seamless integration to any dispersion model • Complete PM and VOC speciation
3) The Ideal Broad Questions: • Is there a need to revise permit fee factors? • Do we need both permit fee and actual data? • NPRI reporting – what do we want? • Should Prescribed and Wildfire data be in Web-GIS? • Is there a need to revise permit fee factors? • Are the GIS tools we have good enough?
