  3. Objective of the Retreat • The main objective of the Retreat is to intimate all stakeholders on the Additional Financing Project, its implementation arrangements and Expected Results

Understanding the Context of Participating States We Have Two Categories of Participating States. • Cores States • Kano, Lagos, Niger, Kogi, Enugu and Anambra • Additional Participating States • States that have expressed interest and approved by the Federal Ministry of Agriculture and Rural Development.(16 sofar.) Ekiti, Kebbi, FCT, Yobe, Osun, Ondo, Taraba, Gombe, Cross Rivers, Zamfara, Sokoto, Adamawa, Bauchi, Kaduna, Plateau & Ebonyi States

DISBURSEMENT CONDITIONS Core States • Evidence of satisfactory performance in terms of Counterpart Fund Payment by the State and its LGAs in the implementation of Fadama III Project; • Evidence of upfront payment of N56, 355,000.00 being first year annual counterpart fund. In addition, disbursement from the IDA Credit for subsequent years shall be based on evidence of payment of the annual counterpart fund in the same amount. • Commitment to maintain a re-structured Project Implementation Unit (Existing SFCO – SPC, CDO and M&E with support from Procurement Officer & Project Accountant using the PFMU arrangement) and 3 additional officers – Public Private Partnerships (PPP) Officer, Agronomist & Project Engineer • Commitment to select ten (10) number Community Facilitators from existing pool of trained Facilitators with requisite qualification and experience • Compliance with Bank’s Fiduciary Management during implementation of the Parent Project: • Financial Management (Audit reports, IFRs, SOEs, overdrawn categories, etc); • Procurement Management (adherence to Bank Procurement & Consultants Guidelines); • Environment Management (adherence to Environmental & Social Safeguard Policies). Also, submission of an acceptable Fadama III Environmental Audit Report. • Signing of Amended Subsidiary Financing Agreement between the State and Federal Ministry of Finance;

Basis of Categorization of States Qualifying Condition • Additional Participating States are States that have been approved by the Hon Minister of Agriculture based on expression of interest letter signed by the Governor/ commissioner. Disbursement Conditions • Signing of Amended Subsidiary Financing agreement with FGN • Selection and demonstration of potential for any of the 4 Value Chains under the project • Strengthening and support the SFCO for Implementation of AF. • Evidence of satisfactory performance in terms of Counterpart Fund Payment by the State and its LGAs in the implementation of Fadama III Project; • Evidence of payment of N35,872,000.00 being first year annual counterpart fund. Subsequent disbursement from IDA shall be based on evidence of payment of the annual counterpart fund in the same amount.

Understanding Project Components • Component 1 (US$ 20 million): Capacity Building, Communications and Information; • Component 2 (US$ 75 million): : Small Scale Community Owned Infrastructure; • Component 3(US$ 50 million): : Advisory Services and Input Support; • Component 4 (US$ 20 million): : Support to the ADPs, Research and On-farm Demonstrations; • Component 5(US$ 20 million): : Asset Acquisition for Individual farmer groups; • Component 6(US$ 15 million): : Project management, monitoring and evaluation. • Cross-cutting Issues: Gender inclusion, Youth unemployment and Nutrition

Procedures for Implementation • Preparation of Business Plan • Funding of Business plan for production • Funding of Public infrastructure e.g. Roads, Irrigation canals etc. • Accessing Matching Grants • Funding of support to the ADPs, Sponsored Research and On-farm Demonstration. • Funding of NFCO, SFCO and Other Project Structures’ Operational Activities. • Funding of Collaborating Agencies Activities : FDAE, Seed Council, ARCN, • Compliance Mechanism and sanctions

Results from Implementation • What results are we Expecting from Project Activities • What are the Monitoring Indicators • What are the Instrument for measuring results • Delineation of Roles and Responsibilities for tracking Results • Building System for Data Collection at all levels • Periodicity of project review • Media support for project activities

  12. Expectations from the workshop • Be conversant with the PAD, Project Implementation Manual I & II (PIM). • Understanding the Implementation arrangements and procedures and processes of the project. • Ensure Synergy of Project with Agricultural Transformation Agenda. • Understanding of the roles and responsibilities of key staff. • Understanding of Management procedures and other fiduciary arrangements of the project. • Agree on individual state effectiveness and activities to ensure early take-off.. • Be conversant with results expected from project activities • Clear understanding of how the activities of the project in all the components are to be implemented
