    4. 4 Intelligence Community by NIP & MIP This is a simple Venn diagram depicting the traditional sixteen members/organizations/elements of the Intelligence Community (IC) (shaded in blue), their parent/owning organizations (as applicable), and relationships between organizations and with the National Intelligence Program (NIP) and Military Intelligence Program (MIP). The diagram reflects information gathered primarily from the websites referenced below. Note: Information provided by ODNI CFO indicates the following: For FBI, not all of the NSB is in the NIP, and parts of the FBI not in the NSB are funded by NIP DHS Office of Security is funded by NIP (in addition to I&A and USCG intelligence) Acronyms (and links to more information): ODNI = Office of the Director of National Intelligence (http://www.dni.gov/) (http://www.dni.gov/members_IC.htm) DOJ = Department of Justice (http://www.usdoj.gov/) FBI = Federal Bureau of Investigation (http://www.fbi.gov/) NSB = FBI National Security Branch (http://www.fbi.gov/hq/nsb/nsb.htm) DEA = Drug Enforcement Administration (http://www.usdoj.gov/dea/) NN = DEA National Security Intelligence Section DOS = Department of State (http://www.state.gov/) INR = DOS Bureau of Intelligence and Research (http://www.state.gov/s/inr/) DOE = Department of Energy (http://www.doe.gov/) IN = DOE Office of Intelligence and Counterintelligence (http://www.energy.gov/nationalsecurity/intelligence_counterterrorism.htm) Treasury = Department of Treasury (http://treasury.gov/) OIA = DOT Office of Intelligence and Analysis (http://treasury.gov/offices/enforcement/oia/) DHS = Department of Homeland Defense (http://www.dhs.gov/) IA = DHS Office of Intelligence and Analysis (http://www.dhs.gov/xabout/structure/gc_1220886590914.shtm) USCG = United States Coast Guard (http://www.uscg.mil/) (http://www.uscg.mil/top/units/org.asp#cg2) (http://www.uscg.mil/flag/CG2.asp) INT = generic reference to intelligence components CIA = Central Intelligence Agency (https://www.cia.gov/) DoD = Department of Defense (http://www.defenselink.mil/) (http://www.defenselink.mil/atsdio/) DIA = Defense Intelligence Agency (http://www.dia.mil/) NGA = National Geospatial-Intelligence Agency (http://www.nga.mil/) NSA = National Security Agency (http://www.nsa.gov/) NRO = National Reconnaissance Office (http://www.nro.mil/) USA = United States Army (http://www.army.mil/) (http://www.dami.army.pentagon.mil/) (http://www.inscom.army.mil/) (http://www.inscom.army.mil/MSC/) USAF = United States Air Force (http://www.af.mil/) (http://www.hq.af.mil/resources/factsheets/factsheet.asp?id=8013) (http://www.afisr.af.mil/) USN = United States Navy (http://www.navy.mil/) (http://www.nmic.navy.mil/) USMC = United States Marine Corps (http://www.marines.mil/) (http://hqinet001.hqmc.usmc.mil/) This diagram was prepared by Terry Kanka, The MITRE Corporation, (kanka@mitre.org). 5. 5 Coordinated Enterprise Standards Governance Maintain and promote a coordinated baseline of standards and associated information that enables development and management of information sharing capabilities for the IC/DoD and its partner and customer organizations Focus on interfaces between the systems and capabilities affecting two or more community organizations Information technology (IT)-related standards – Data Services Technical Also address – Information assurance and security Technical implementation guidance Standards-related policy

    6. 6 IC/DoD Standards Governance Benefits Collaborative standards practice influences both strategic and tactical acquisition decisions Generates robust standard baselines with appropriate implementation guidance will improve business decisions An effective, well understood practice will promote information sharing and interoperability. Mature Standards Governance will improve systems development and systems acquisition practices through better standards management and communication The program will improve cooperation and understanding between the IC standards activities and the DoD standards activities and make standards management of all stakeholder members The program will reduce overall cost to govern and administer standards.

    7. 7 IC/DoD Coordination Goals (Phase I) ODNI to include DISR citations in ICSR DoD to include IC citations in DISR Share DISR/ICSR process, yet exercise separate governance processes as necessary (per UC Code Titles 3, 10, 50) Not impede each other’s governance process Provide accounts/access to both communities Synchronize functionality of DISR and ICSR

    8. 8 Joint DoD / IC Enterprise Standards MOA Approved & signed by IC CIO & DoD CIO (12 June 2009 ) JointCommon Standards Registry Structure DoD IT Standards Registry on NIPRnet and SIPRnet Joint DoD/IC Standards Secretariat IC Standards Registry (Classified) DoD Standards (Unclassified) Improved Complementary processes Coordinated Governance processes Shared Resources Where Possible Use Existing Technical Working Groups (TWGs)

    9. 9 Improved Coordinated Structure

    10. 10 DoD / IC Joint Standards Secretariat Charter Mission: Serves as shared resource of standards governance expertise and staffing to support the DoD ITSC an the ICESC in both coordinated and individual responsibilities to oversee the lifecycle of DoD and IC enterprise standards. Responsibilities: Administer governance processes Provide administrative support to the ITSC and ICESC Execute the configuration management processes for standards baselines Manage shared tools to facilitate the standards governance processes Assist in the development, coordination and implementation of DoD and IC standards policies and processes. Monitor, coordinate and recommend resource allocations for standards activities. Support other standards activities as directed by the ITSC and ICESC.

    11. 11 IC Enterprise Standards Committee Charter Mission: Serves as the IC’s only forum for governing IC enterprise IT, data and services standards. The goal is a cohesive and comprehensive baseline of standards and guidance defining the IC enterprise architecture work relevant to systems, data, services, and capabilities affecting tow or more IC organizations. Membership: Each of the 16 IC Elements Representatives from DoD standards management activities Designated ODNI representatives (CIO, OCAO, etc) Responsibilities: Identify and recommend changes to IC standards policy Develop and manage the ICESG practice. Recommend approval for data, IT and services standards. Manage the IC IT, data and services standards baseline. Standards governance program outreach across the IC and external stakeholders
