Indigenous Community Development (ICD) What do we do • Provide ‘Dial Before You Dig’ responses • Review & process developer applications • Single lot sub-divisions • Multi-lot sub-divisions • Provide advice, assess and approve power, water & sewerage designs & documentation for construction & applications for connection • Administer ‘PWC Contractor and Consultant Accreditation’ applications • Administer ‘Access Rules to PWC Apparatus’ contractors applications • Conduct handovers of power, water & sewerage infrastructure

  3. What is a Development? A development can be: • A subdivision creating a new lot/s • A survey defining cadastral boundaries • A change in land use on a lot • Additional buildings or infrastructure added to a lot

  4. Who is a Developer ? A Developer is anyone undertaking a Development: An Australian or Territory Government Department A Shire or Land Council A Not For Profit Organisation A private developer/business An individual All costs associated with the installation of power, water and sewerage services to a development are borne by the Developer

  5. How do Developments affect PWC? Developments affect PWC as they can: Require connection to existing service infrastructure Cause additional load or demand on service capacity Cause upgrading of services Require augmentation or new infrastructure Cause relocation of existing services and infrastructure

  6. Preliminary advice When a Developer contacts us with an idea, PWC will outline possible servicing requirements. These might include: Whether power, water and sewer is available to the proposed lot Electrical demand may be limited so allow for a transformer upgrade It is necessary to provide power, water and/or sewer extensions or upgrades The developer will need to provide the connections Developers should contact ICD for all projects big or small as early as possible in the project development

The Project - Site Servicing Plan On receipt of Government land use or development approval: • Obtain Land tenure – Land Council/Land Trust/Traditional Owner/OTL and a development permit from Lands and Planning for leases more than 12yrs • PWC require a detailed Site Servicing Plan to be developed for approval by a PWC Accredited consultant (PWC Accreditation required as of 1st Jan 2013) • It must show all services for the lot e.g. existing or proposed connection points, maximum loads etc. and allotment boundaries • PWC forwards the approved Plan to DLP for the creation of a lot number • An approved Plan and lot number is required to connect power, water and sewerage services to a development • If infrastructure augmentation or construction is required, PWC also need the appropriate design and documentation for approval

  8. Site Servicing Plan

  9. Development Advice PWC will provide advice to the developer specific to the proposed development. This may include: • Information on existing infrastructure and services • Requests from the developer to provide calculated power & water demands • An assessment of the impact on networks • Advice on upgrade requirements and standards • Information on backflow prevention and trade waste requirements

  10. Applications • The developer needs to ensure there is an approved Site Servicing Plan detailing the project service requirements • Included with building contract documentation • Provides contractors with services requirements and for inclusion with applications to connect • Service connections are applied for by the PWC Accredited and Access Rule trained trades contractors undertaking the work, not the developer.

Plumbing Application Online • The application is on line and is to be completed bythe PWC Accredited plumber • The plumber also needs to complete and submit a Request for Access form as part of the Access Rules requirements • The plumber is to submit their applications to PWC along with the approved site servicing plan more than 1 week prior to starting work

  12. Electricity Application Online Before submitting the connection application the electrical contractor must have submitted NOI, CoC & MMA paperwork to PWC The application is online and is to be completed bythe lessee or resident Allow up to 4 weeks for connection

On completion of the Development The developer is responsible for: ensuring all as-constructed information is provided to PWC along with the Certificates of Compliance for both Electrical and Plumbing providing necessary documentation in accordance with the Indigenous Community Asset Handover Guidelines where infrastructure is constructed advising DLP when the development is completed so that the SLAP Map can be updated
