Roles & Responsibilities • Potential for overlap between working groups • Example: RLV vs STOWG • RLV Working Group: Focus on policy, business, market issues • STOWG: Access up and to, transport through, and return from space • Recommend STOWG direction align with existing space policy (NSPD-40) and FAA/AST licensing of operations (to include suborbital and spaceflight participant/passenger flights) • Ground operations • Launch license • In-space operations • Return/recovery 2

Special Presentation: Space Vehicle Debris Threat Management ConOps • In response to RTCA’s TF-5, FAA has a new effort, just started, entitled, National Special Activity Airspace (SAA) Project SAA definition: • Any airspace with defined dimensions within the NAS wherein limitations may be imposed upon aircraft operations • This airspace may be restricted areas, prohibited areas, military operations areas, ATC assigned airspace, and any other designated airspace areas • Commercial space operations airspace (domestic and oceanic / remote area) will be part of this new SAA definition • AST is requesting recommendations from the STOWG regarding how to share data on CST operations in the NAS, and whether our proposed procedures are adequate.
STOWG Actions • Consider the Top Issues discussed and prepare/implement strategy to address and in what form (white papers, studies, recommendations, etc) • Bring to COMSTAC in October 2010 • Provide responses to FAA/AST questions from October 2009 meeting regarding orbital debris (cost impact of 2nd stage compliance) • Joint topic with Risk Management WG • Review FAA/AST draft document, “Space Vehicle Debris Threat Management ConOps” and provide consolidated response by October 2010 meeting • All WG invited to review and comment
STOWG Interim Telecons To be organized in late June and early September to address the actions and prepare responses for October 2010 meeting Dates/time/call-in number will be coordinated with FAA/AST and distributed to STOWG members
