  2. Aim To familiarize the participants with: • General road safety rules • The United Nations Vehicle Regulations and how they apply to the peacekeeping operation

  3. Learning outcomes • The participants shall demonstrate necessary driving judgement to operate safely and professionally in the mission area

  4. Structure of Presentation • Use of UN Vehicles • Requirements • Driving • Traffic Accident

  5. Use of UN Vehicle • Compliance with Traffic Laws • Authorized UN personnel to drive UN Vehicle • UN unit or staff member • Persons Other than UN members in connection with UN business • Official guests of UN officials • Not to drive without drivers permit • Allocations of vehicles (parking lots)

  6. Use of UN Vehicle • Defects in vehicles to be reported immediately • No signals (blue lights), emblems or flags on UN vehicles • Unauthorized use of UN vehicles strictly prohibited • UN vehicles for mission operational use only

  7. Use of UN Vehicle • UN security authorized to stop and detain UN vehicles • UN personnel not to drive under the influence of alcohol or when tired • UN personnel to wear seatbelts • UN personnel to satisfy parking or driving claims before EOM • UN authorized to withhold MSA for negligence

  11. Vehicle Maintenance • Daily Vehicle Maintenance Report/Check • Fuel Level • Oil Level • Water Level • Tire Conditions • Damages

  12. Driving – Before Taking off • Assess Security • Security alerts or updates • Plan the Trip • Maps, communication, registration • Inform all Concerned • Route, ETD, ETA, stopovers • Avoid to Travel Alone

  13. Driving • Dangers • Under unfamiliar terrain conditions • On unfamiliar road surfaces • In unfamiliar weather conditions • Under unfamiliar traffic rules and behaviour • Unnecessary speeding

  14. Driving – On the Road • Speed according to conditions • Keep your distance from other vehicles • Avoid driving in the dark • Communicate • Know accident and breakdown procedure • No unauthorized passengers • Take guide or escort if in doubt

  15. Driving – On the Road • Take alternative routes • Wear safety belt and protection equipment • Avoid known or suspected ambush – and sniper areas • Be ready for evasive action • Use rear view mirror

  17. Traffic Accident - Action • Stop your vehicle immediately (not in hostile area) • Give first aid to any injured parties • Notify Unpol/Local Police if necessary • Do not sign any written report or statement to local police • Identify yourself Hostile Area

  18. Traffic Accident - Action • Notify the nearest UN office by radio/phone • Secure your vehicle • Do not move the vehicle until the police and investigating UN security officer arrives • Accident reports in duplicates • Report all, even the smallest damage Hostile Area

To be Advised 1 • It is stressed that a driver transporting an unauthorized person in a UN vehicle does so at his/hers own financial risk, and may have to bear, in addition to disciplinary action, financial responsibility in case of an accident involving injury or death of his/hers passengers

  20. To be Advised 2 • If a UN member use a UN vehicle for purposes other than official UN duty, he or she must accept the full responsibility for any damages to the vehicle.
