  2. EC 2042/2003 Article 6 • Part-147 Maintenance Training Organisations are entitled to: • Conduct recognised basic training courses; and/or • Conduct recognised type training courses; and • Conduct examinations; and • Issue training certificates

  3. 147.A.10 General • A training organisation shall be an organisation or part of an organisation registered as a legal entity. • May conduct business from more than one address. • May hold several approvals.

  4. 147.A.145 Privileges The organisation may conduct (in accordance with the MTOE): • Basic training courses to the Part-66 syllabus, or part thereof. • However, it is not possible to be approved only for individual modules. The organisation must be approved for the complete course. • May subcontract under its Quality System basic theoretical training and examination for modules 1, 2, 3, 4, 5, 6, 8, 9 and 10.

  5. 147.A.145 Privileges The organisation may conduct (in accordance with the MTOE): • Aircraft type/task training courses in accordance with Part-66. • May subcontract under its Quality System type training and examination for powerplant and avionics. • The organisation may be approved to conduct airframe type training only, powerplant type training only or avionics type training only (see AMC 147.A.300). THE CERTIFICATE ISSUED TO THE ATTENDANT MUST BE VERY CLEAR.

  6. 147.A.145 Privileges The organisation may (in accordance with the MTOE): • Conduct examinations on behalf of the competent authority, including examination of students who did not attend the basic or aircraft type training course at the maintenance training organisation. • “on behalf of the competent authority” does not mean that the organisation has to receive a specific approval by the competent authority. In fact, the certificate is issued by the Part-147 organisation. • A different case is when the examination is performed by the competent authority. Even if the authority delegates the task to a Part-147 organisation, such examination is formally done by the authority, and they will issue the certificate. • Issue of certificates in accordance with Appendix III.

  7. 147.A.145 Privileges The organisation may conduct training, knowledge examinations and practical assessments at: • The locations identified in the approval certificate, • The locations identified in the MTOE. • Other locations in accordance with a control procedure in the MTOE. Although the organisation must be approved to conduct training in order to perform examinations and assessments, this does not mean that the organisation can not have locations where they perform only examinations and/or assessments.

  8. 147.B.25 Exemptions The competent authority may exempt a State education department school from: • Being a legal entity (147.A.10). • Having an accountable manager, if they have appointed a senior person with the appropriate responsibilities. • Having independent audits if they have an independent school inspectorate.

  10. Future changes • 147.A.125 • The organisation shall keep all student training, examination and assessment records for an unlimited period. NOTE: In 66.B.20, the NAA has to keep now for an unlimited period the records of examinations conducted by the NAA. • 147.A.145 • An organisation may not be approved to conduct examinations unless approved to conduct the corresponding training. • By derogation from the above, an organisation approved to provide basic knowledge training or type training may also be approved to provide type examination in the cases where type training is not required.

Future changes • Appendix III (Certificates of Recognition Forms 148 and 149) • They include now the dates when each module was passed (for basic knowledge) and the start and end dates (for type training and type examination). • It is stated that the certificate must clearly identify is the type training course is complete or partial. If it is partial, it must indicate whether the interface areas are covered or not.
