CurrentSituation:RecurringStrategic Initiative(SI) Funds $4.3MhasbeenredirectedfromtheseSIfundstofacultystartup 1out-of-stateand3cr.hr./semesterin-statetuitionscholarships.25GRAsand25GTAswereallocated. 2Chancellor’sDistinguishedFellowships.60wereallocated,8havebeengivenout. 3theseareDissertationCompletionFellowships.11weregivenout. 4Doctoralstudentrecruiting 5researchandteachingexcellence,mentoringundergraduates,entrepreneurship 6manager(business/fiscaloperations),graduatespecialist(technicalcommunications),studentsuccess specialist,recruitingspecialist,dataanalyst.NewBudgetis$312,150 2

CurrentImpact ThenumberofPhDstudentshasincreasedfrom555in2013to593in2015(6.8%increase).Theincreaseof38studentsisshortofthe57-114studentsneededoverthatsameperiodtoincreaseourPhDprogramby200-400studentsby2020(lever2.2.2). NewuniversityCDFprogramiscosting$40,851/fellow/year(in-state)and$55,270/fellow/year(out-of-state). CompletionFellowshipprogram(11studentscosting$403,983+)willdecreasethetimetograduationfrom6.83to6.7years(1.9%).† Newuniversityfellowshipprogramsaresupporting8CDFsand11CompletionFellows(3.2%ofPhDstudentsinFall2015). Theuniversityisleveraging$0fromgrantsandcontracts. †TheaveragetimetograduationforengineersaccordingtotheCouncilofGraduateSchoolsis6.7years 3 andtheCompletionFellowsareassumedtohavegraduatedin1additionalyearwithoutthefellowship.

  5. Graduate StudentFunding:WhereWeWanttoBe Fulltuitionandfee remission for PhD students on appointment≥25%FTE. Current cost: 378PhD students at$9,2791/studentis$3,507,462 IftheStrategicInitiativefundswhere not encumbered,theuniversitycoulddothis todayandstillhaveasurplus of$228,6502. Afraction($25,000)ofthissurpluscanbeusedforPhDrecruitingwherethefundsfordepartmentrecruitingactivities, runbyknowledgeableinvestigators,areleveragedwitha 1:1match. AmodifiedChancellor’sDistinguishedPlan(nextslide)canstillbeimplementedata fractionofthe current cost. Theplanwouldreduceadministrative financial burden. 1tuitionandfees,includingengineeringandsciencefeeand6/9waiver,for9credithoursintheFalland Springsemestersand6credithoursintheSummersemester(fromOfficeofFinanceandAdministration)2currentfundingincludes$2,962,550inSIfundingplus$773,562fromoldChancellor’sFellowships(from 5 OfficeofFinanceandAdministration)

Modified Chancellor’sDistinguishedFellowship • Components • Tuitionandfeeremission($9279),50%FTE($24,480),andfellowship($10K/year)fordomesticPhDstudentsfor4years(5 iftheyare direct).Increasesfellowtakehomepayto $34,480/year,whichison parwithNSFGraduateResearchFellowshipand$6Khigherthan current CDF. • Department/Faculty committopay50%FTEGTA/GA/GRAappointment($24,480)forstudent’sduration,providedtheyaremakingsufficientprogresstowardstheirdegree. • Annualcosttouniversityisonly$10,000/fellowship.Withanadditional • $296,350/year,theprogramcanrunsteadystatewith50CDFsassuming each CDFisadirectPhDstudent. • Atleast30% ofthe CDFswillgotounderrepresentedstudentsinscienceandengineering.Thisis atleast3newstudentseachyear. • Benefits • Providesamechanismtoattract thebeststudents($43,759includingfellowship,stipend,andtuitionandfees). • Incentivizesfacultyto bringinresearchfundingforPhDstudents. • Efficientlyutilizesuniversityresourcesbyleveragingfacultyresources. 6

  7. What is the cost? The numberof studentsonappointmentsof25%orgreaterandthein-statetuitioncalculationhavebeenheld constant intentionally.The first four years aretransient, the fifth is steady-state.

Howdo we payfor this programgoingforward? • Transientcostis$3,796,511.ThecurrentCFprogramisundervalued, • $129,767/yearwouldbesavedbywaivingout-of-statetuitionfor9CDFs,and$4.3MwastakenfromtheSIfundsinthefirsttwoyears. • EveryadditionalPhDstudentwith25%FTEorgreaterinthefutureis • $9279(FY16dollars)inlostpotentialincomefortheuniversity.However, • Tangible:EverynewPhDstudentwillbeonagrantorcontract.A50%FTEappointmentgeneratesapproximately$12,852inoverhead($9,639 ofwhich goesto GeneralRevenueAllocationfunds)†. • Intangible:Thefacultywillbeincentivizedtogrowresearch,aswellasthePhDprogram,whichwillincreasenationalvisibility(theCollegeofEngineeringdropped11spotsinUSNewsandWorldReportfrom81to92). • Philosophically,thetuitionandfeesofthisgroupofPhDstudents cannotbeviewedasarevenuegeneratingsource! • †$1,612,459inoverhead($1,209,344inGeneralRevenueAllocationfunds)wasgeneratedinFY15fromPhDstipends.Noteadditionaloverheadistypicallygeneratedfromthegranttosupportthestudent(e.g.,mater8ials andsupplies,travel).

  9. FutureImpact Theproportionofimpactedstudentsis64%,comparedto3.4%today. AdvertisingthatnoPhDstudentona25%orgreaterappointmentwillpaytuitionandfeeswillhelptorecruithighqualitystudents. Theabilitytopaymorewillhelptoretainhighqualitystudents. Theuniversitycanleverage$3,071,350fromgrantsandcontracts, comparedto$0today. Thecostis$9,279/qualifiedstudent,or$19,279/fellow,comparedto $40,851(in-state)to$55,270(out-of-state)/studenttoday. Tuitionandfeespaidbygrantsandcontractscanberedirectedtostudentstipends.Today,the$1,195,621inPhDtuitionandfeesfromgrantscouldraise128studentsfrom37.5%to50%FTEappointments,generating$411,607inoverhead,ofwhich$308,705isGeneralRevenue 9 Allocationfunds.

FutureImpact Increasingresearchprogramand,thus,nationalvisibility,willattract morestudentsthatpaytuitionandfees(e.g.,stateandcompany sponsored,externalfellowships),someofwhichareout-of-state($26,019/year).Thetuitionandfeesofthesestudentsgenerate $3,039,905inGeneralRevenueAllocationfunds(FY15). InFY15atleast71PhDstudentspaid$661,745intuitionandfeesfrom theirownpockets,including$237,972instudentloans.TheywillinstantlybemorepositiveabouttheirS&Texperience. TheabilitytofullyfundPhDstudentsatonly$37,332(includingoverhead)willhelptorecruitandretainhighqualityfacultybygivingthemacompetitiveadvantagewhenseekingfunding.
