  3. the challenge to all of us High level skills – the skills associated with HE are essential to the economy and the individual Key competitor countries have a higher proportion of of their adult workforce with high level skills www.rave.ac.uk 2 billion people in China and India with 5 million graduates a year – we have to compete with high level skills
