The policy is all IT/NSS will produce an ISP (DoD 4630 series) • Doing a TISP is a privilege • You need permission from Joint Staff to submit a TISP with the recommendation from NII • TISP expectation will be completed in 6 months on entry • Only ACAT II and below can do a TISP • ACAT I is not eligible and must do an ISP • JS & NII will “tailor” the ISP and determine which artifacts will be done • Intent is for rapid acquisition, JUONs, or legacy systems that are post MS C • J68/NII considers based on criteria including but not limited to: cost, special interest, urgency, complexity of system and scope/cost of future upgrades. • Having joint interfaces or not is not a determination for a TISP 2

Non-JCIDS acquisition programs develop IT and NSS systems for various reasons – concept exploration, mission necessity etc. • COCOMs procure systems for mission requirements • Current force/legacy systems continue operations yet crossed Milestone C under past acquisition process • Programs of Record or Services struggle with systems without JS interoperability/requirements review, certification or DISA/JITC testing 4
