  1. Aeronautical Information Services (AIS) Data Link RTCA SC-206/EUROCAE WG-76 RTCA SC-214/EUROCAE WG-78 Standards for Air Traffic Data Communications Services Harmonization – Thoughts by Ernie - Todd 30 March 2009 Todd Kilbourne FAA Data Comm Support (syst-eng)‏ Ernie R. Dash FAA EnRoute Wx Support (AvMet)‏

  2. Harmonization Issues - Status • Current Status • OHA/OSA Approach • D-HIWAS • D-RVR • Overview Diagram • Future • 206/76 Deliverables

  3. OHA/OSA Approach • 206/76 following 214/78 agreed approach • Using safety calculations based on: • DO-264/ED-78A, ESARR4 and FAA SMS (214/78) • Safety expertise now supporting 206/76 • Chris Machin – EUROCONTROL • Bill Carson – MITRE/CAASD • Difference in OH organization • 206/76 includes more EMMs

  4. OH Comparison 206/76 needs to consider loss of service to >1a/c or loss of access to source data

  5. EMM Comparison

  6. D-HIWAS • HIWAS is US centric. Current HIWAS provided by Flight Service FS21 system that converts text messages to voice for broadcast. Source text messages include: • Alert Wx Watch (AWW) – issued by Storm Prediction Center • Convective SIGMETs (WST) – issued by Aviation Wx Center (AWC)‏ • SIGMETs (WS) – issued by AWC • AIRMETs (WA) – issued by AWC • Center Wx Advisory (CWA) – issued by Center Wx Support Units (CWSUs)‏ • Urgent PIREPs (UUAs) – originated by pilots • 206/76 OHA based on Hazard Avoidance (same hazards) – but not on current HIWAS text messages

  7. 206/76 MET Service – OHA Analyses

  8. 206/76 AIS Service - OHA Analyses

  9. D-RVR • RVR observations are basis for Ops approval to land based on crew capabilities and aerodrome/aircraft equipage • Observations are available in real-time for voice relay by terminal/tower controllers • 206/76 evaluated providing RVR observations in all three services (Planning, Near-Term and Immediate)‏ • Assume for 214/78 OSD that D-RVR will only be an “advisory” or planning/monitoring type service • Not Controlling - ??

  10. Overview Diagram Data flow fixed Should Data request/reply be connected to ATSU System - ??

  11. Future – 206/76 Schedule • OSA/OHA draft by end of Jun plenary • Includes OHA for Part 23 and Part 25 • Safety Targets/Objectives differ • D-RVR & D-HIWAS – preliminary • OPA draft by end of Sep plenary • SPR FRAC at Dec plenary • Further work beyond Dec 09 under review

  12. Questions • ?? • ??
