Starting Out In Stripes • Video created by US Lacrosse’s (USL) Women’s Division Official’s Council (WDOC) in 2004 (~45min) • Note: rules have changed! • We will review all rules after the video to clarify what the current rules are for 2009 • We will skip the chapters on the Boundary (Ch. 12) and Goal Circle Fouls (Ch. 17) because these have significantly changed

Points of Informationor, Things They Don’t Tell Coaches in Coaching School • Coaches may ask questions before the game, during timeouts, at half-time, and after the game. • The speaking captain or coach can ask for a timeout only after a goal. (Two per game) • Home team is responsible for field lines and conditions, table, scorer and timer. If lines or field dimensions are not correct, coaches must agree to these prior to the start of the game. • For all whistles, instruct players to stand(!) and listen to the umpires. • Show players what 4 meters really looks like! (4 m = 13.1 ft) • Coaches should be teaching parents about appropriate behavior – coaches receive misconduct cards for the bad behavior of spectators.  (Enter the Sideline Manager!) • Jersey numbers must be 6 inches tall on the front, 8 inches tall on the back, and must be centered at chest level • Required of Varsity teams • Requested of JV & Middle School teams • Game is legal if 80% is played (40 min) • HS: stopped clock (goals & last 2min); MS: running clock

The whistle starts and stops play Substitution During play (“on the fly”): Player must be off field (both feet into sub area) before sub goes on Subs going in must yield to players coming out After a goal: New sub can come onto the field before player leaves, as long as she has checked in with the table and the umpires are aware of a substitution During a Time Out: New sub replaces player after she has checked in with table Draw Centers each stand “toeing the line” (not on / over the line) Ball must go over their heads Stick motion must be up and away Only 5 players per team may be between restraining lines (including the center) At Youth level, if 4+ point differential, award ball to the center from team with fewer points. The ball must be ‘played’ before a shot  Level A (7/8 grades): passed or checked (modified); Levels B & C: passed Forfeits Teams must arrive within 20 minutes of start time League pays umpires if they show up and team doesn’t or is too late to play Uniforms Home team in light color, visitor in dark color Home team or non-compliant team wears pinnies Undergarments must be of same color for all players (white, black, grey, or a team color); goalie wears jersey over chest protector & black, grey, or team color bottom No overtime for a tie during regular WSLA & NWWLA season

  17. The Playing Area(Rule 1, Sections 1 thru 13) • Hard Field Boundaries • Playing Area: • 120 yds (10 yds required behind each goal) • Between Goals: • 100 yds (A) or 90 yds (B) apart • Width: • 70 yds (A) or 50 yds (B) • Restraining Line: • Solid across width 30 yds from each GOAL LINE.

Game Administration Time keeping • Time keeper must sit at the table and pay attention to game • Communicate with the umpires when necessary • May need to run with and/or yell to umpire • Must keep subs honest • Call out “2 minutes” and sound horn at time = 0 (or do audible 10-to-ZERO countdown for the umpire to hear if there is no horn) • 25 minutes per half = 50 min games (maximum) • Start clock with start of game – it runs continuously until the last 2 minutes of each half, unless • Umpire calls a timeout (signal: arms crossed above head; for a team T.O., injury, etc.) • In the last 2 minutes of each half, clock should stop on EVERY whistle! • Time the halftime (10 min or what’s chosen) • Time the 2 minute team timeouts

  23. Game Administration (continued) Score keeping • A visible score should be displayed • Umpires are not responsible for maintaining score • Must keep subs honest (table personnel responsibility! Speak to umpire if violations are repetitious) • Must keep track of all cards (player number, color of card, time) Sideline Manager • Each team (home AND away) will provide a sideline manager • Job is to ‘keep the peace’ among spectators

Responsibilities: Pre-Game 10 Minutes before game • Make certain goalie is dressed • Captains meet with umpires: • Raise any issues of concern • Confirm eye protection worn meets ASTM standards and goalie helmet meets NOCSAE standards • Designate speaking captain • Agree on duration of half time (no more than 10 min) • Coin toss to choose ends • In preparation for the stick check: • Have team members ensure their crosses are legal • Have team members remove jewelry, have mouthguards in mouths, goggles handy • Teams must provide table with roster 5 Minutes before game: Stick check • Ball must be visible above the sidewall of the crosse (HS & Youth Level A) • (Level B) Half of the ball may fall bellow the pocket

  25. Start play with a Draw (Rule 5, Sections 1-3) • Players “toe the line” (not on the line!) and can stand on same or opposite side of the line • Sticks are back-to-back with right side towards ground (players push w/ right or pull w/ left hand) • Umpire places ball between sticks • Players must be motionless after the umpire takes her hands away (but may turn their heads) • Umpire says “Ready”, backs out of circle, and blows whistle • For a legal draw: • Sticks must move UP and AWAY • Ball must go above the heads of the 2 players • Illegal draw = minor foul; offender 45° to the front • Can’t determine why it was illegal? Stop clock (umpire calls a TO) and set up a re-draw TIPS for UMPIRES: Before you let go of sticks, LOOK at your partner (to make sure she/he is ready) and LOOK for your “escape route”

Technique & Responsibilities • Make clear calls and set up efficiently • LOUD, confident whistle for all to hear (esp. your partner!) • Learn and use hand/arm signals, especially direction! • Consistent calls – Safety is your top priority! • Eye Contact & Communication with Partner • Do not start play without knowing your partner is ready • Be Professional • Keep uniform neat and in good condition • Try not to fraternize with teams before or after a game • It is OK to recruit new umpires, explain rules, and answer questions if you are comfortable interacting with parents/fans • Maintain composure in difficult situations • Be On Time! – Arrive 30 minutes before game time.

Fouls…What umpires look for • Major Fouls(Rule 6, Section 1) • SAFETY FIRST (NON-COLLISION SPORT) • Remember, a legal act can be a major foul if executed dangerously or uncontrolled. • Umpires will not hesitate to use cards to manage bad or dangerous behavior. • A “free position” is awarded: offending player must stand 4m directly behind player awarded the ball • Minor Fouls(Rule 6, Section 2) • Procedural (Goal circle, boundary, warding, delay of game) • Stand 4m away (in relation to direction of approach)

Major Fouls (Rule 6, Section 1) Concerning contact: • Checking above shoulders (Youth Level A = 7/8) Checking is allowed only when ball is held below shoulder & away from the body • Checking (Youth Level B = 5/6)– NO checking. Major foul • Dangerous or rough check • Check to head (Automatic Yellow Card) • Illegal contact: stick-to-body or body-to-stick • Hold stick horizontally and initiate stick-to-body contact • Blocking: block by moving into a player’s path • Charging: Charge, barge, shoulder or back into an opponent • Pushing: Push and opponent with hand or body • Tripping: Trip a player, deliberately or otherwise • Detaining: Detain a player • Forcing through: Force her crosse through an opposing crosse(s), causing own crosse to contact her body

  29. What foul is this? Answer: • Stick-to-body foul on defense. • Umpire action: • Raise flag if attack is on a scoring play. • Immediate whistle if not a scoring play. Major foul.

A A D D Major Fouls (continued, Rule 6, Section 1) Concerning position of crosse: • Crosse in sphere • Across the body • Illegal cradle (in front of face/body making a legal check impossible) Other: • Three seconds: Remain in the 8m arc for more than 3 seconds unless marking opponent within stick’s length • Illegal Pick, called a “Block”: Set a moving or stationary pick out of the visual field, or a pick that is too “wide” • False start: Move before the whistle starts play • Play the ball off of an opponent (at the boundary) • For youth level: illegal check

Major Fouls (continued, Rule 6, Section 1) Other (continued) • Slash (Automatic Yellow Card) • Dangerous propelling: Propel the ball with the crosse in a dangerous or uncontrolled manner (Automatic Yellow Card) • Dangerous follow through: follow through dangerously or without control (Automatic Yellow Card) • Dangerous shot: Shoot dangerously or without control • Illegal shot: Shoot from an indirect free position • Shooting space: Obstruct free space to goal

A D Shooting Space • Defense can NOT stand in the free space to goal unless they are marking a player within a stick’s length • Teach players to approach from the side (stick can be in the free space, but body must remain outside) • A defender marking an attacker behind the goal is exempt from 3 seconds but NOT EXEMPT from shooting space! Minor Fouls (Rule 6, Section 2) • Covering: Guard a ground ball with crosse or foot • Empty stick Check: Check/tackle/hold the crosse when it’s not in contact with the ball • Body ball: Deliberately impede, accelerate or change direction of the ball with any part of her body • Warding off: Guard the crosse with an arm • Throw the crosse under any circumstances • Touch the ball with one’s hand • Squeeze head of crosse: Use hand or body to keep ball in the crosse • Take part in the game without holding one’s crosse • Illegal draw

Minor Fouls (Rule 6, Section 2, continued) • Step on/into the center circle or on/over the restraining line before the draw • Illegal crosse: Play with a crosse that does not meet specifications • Score with an illegal crosse • Adjust strings after an inspection has been requested • Request, for 2nd time, inspection of any crosse meeting specifications • Delay of game: • Fail to be ready to start play after a 2-minute time out • Fail to stand when play is stopped (creeping) • Fail to move 4m away on a free position • Fail to properly wear a mouth piece or goggles Note: All mouthguards must be colored in 2009 (no white or clear)

Minor Fouls (Rule 6, Section 2, continued) • Jewelry (including cloth bracelets) • Illegal uniform (new uniform rules for 2013) • Illegal substitution • Play out of bounds • Illegal re-entry: Re-enter field of play, from out of bounds, to a more advantageous position • Illegal timeout: A team requesting more than 2 timeouts • Hold the ball for more than 3 seconds when defense is in position to check (youth rules)

  38. Goal Circle Fouls = Minor Fouls(Rule 6, Section 3) • A field player may not enter or have any part of her body or crosse on or in the goal circle unless: • She is the deputy for the goal keeper • She is shooting and the follow-through goes into the goal circle (and shooting motion was initiated outside the circle) AND her feet must not touch the goal circle • She is DIRECTLY defending the shooter and reaches in the goal circle to block the shot or check the stick AND her feet must not touch the goal circle • NOTE: Youth rules do not allow for a follow-through into the crease! • Goalie or her deputy must clear the ball within 10 seconds (visible count with arm, add audible count after 5). Ball may not re-enter until passed to another player or checked.

  39. Goal Circle Fouls = Minor Fouls (cont.) • Goalie may not reach her crosse out of the circle and cover and/or drag the ball into the circle if another player is in playing distance of the ball. (If there is no other player around, it is OK for the goalie to do this.) • When in the goal circle, reach outside the goal circle and play the ball with her hand • When any part of body is grounded outside the circle, goalie or deputy may not draw the ball into the circle or carry the ball into the circle • When outside the circle, goalie may not throw any of her equipment to her deputy

  40. Team Fouls (Rule 6, Section 7) • Restraining line violation / off-sides • 7 players in attacking end • 8 players in defensive end (goalie + 7) • Generally, 4 players behind line • Be aware that substitutions and ‘player down’ situations may result in fewer than 4 behind the restraining line! • Note: players may exchange positions during play, but player exiting must have both feet over the line before next player may enter.

Minor FoulsSet-up the Penalty • Inside the 12m (Rule 7, Section 15) • Attack fouls • FP to D on spot of foul (ball going away from goal) • Offender 4m away approach • All others 4m approach • Defense fouls • FP to attack closest spot on 12m fan • Place offending player 4m approach • All others remain in their same positions • State “INDIRECT” • (No shot can be taken until the ball is played. 1) ball leaves players crosse and is touched by another player or 2) crosse is checked, crosse to crosse, by D • Outside the 12m or below goal line extended • FP spot of the foul (not w/in 8m) • Offending 4m direction of approach before committing foul • All players 4m approach

Goal Circle FoulsAdministering the Penalty(Rule 7, Section 10 & 11) • Goal Circle Violation – any part of a player or her crosse in the goal circle at any time unless she is following-through on a shot or a defender is directly defending a shot. • Minor Foul. • Attack foul: Possession to goalie; all players 4m from goal circle in the direction from which they came. • Defense foul: Possession to attack at 12m fan (“indirect”); offending player on 8m in front of FP, except if it’s the goalie who stays in the goal circle (if she was in or partially in the goal circle) • Illegal Deputy – non-goalie enters or remains in the goal circle when team does not have possession. • Major Foul. Possession to attack at center 8m hash, illegal deputy placed 4m behind. Goal keeper MAY NOT clear back into goal circle. • Intentionally return ball to goal circle before it has been cleared or played by another player. • Minor Foul. Indirect free position at the 12m goal line extended. Defense placed on 8m hash. Goalie stays at spot of the foul or inside the goal circle.
