The Omnibus Transportation Employee Testing Act of 1991 Incorporate HHS testing standards and procedures; Testing must have HHS-approved testing protocols and HHS laboratory certification procedures in place; Use HHS-certified laboratories for all screening / confirmation testing & split specimen testing; and Use HHS Mandatory Guidelines to determine the drugs to be tested. 5

Laboratory Drug Testing Data Since 2005 (continued) 8 The positive drug testing percentage rate, which had been in decline, rose slightly in 2010 [by .03%]; Amphetamine prevalence continues to be above Cocaine [for the fourth consecutive 6-month reporting period]; Marijuana continues to be most prevalent drug identified; Tampered-with specimens held steady, but with a higher percentage of adulterated & substituted specimens identified; and Total tests, which had been in significant decline since 2006, rose in 2010.
