HUMAN RESOURCES About SIVECO Romania: • One of the most important providers and software integrators from Romania, offering also IT solutions for international markets • Products: eLearning, eHealth, eAgriculture, eBusiness, eGovernment solutions • Headquarter in Bucharest (northern part, close to the airport) – difficult access from domestic area • More than 700 employees in April 2009 (out of which more than 650 employees work in the headquarter, others in various cities of Romania)

HUMAN RESOURCES Premises for creating the workplace mobility plan: • June 2008: the company relocation from downtown in the actual headquarter (Victoria Park site) could significantly increase staff turnover • & • Severe traffic congestion on peak hours • = • The mobility plan becomes a constitutive part of the compensation & benefits system “We recognize the fact that the most precious asset of the company is its people and their performance.” ( www.siveco.ro )

  7. HUMAN RESOURCES Steps done before moving: • 1. Consultation with RATB • (the surface public transport operator) • regarding schedule and routes of buses • 2. Elaborating the action plan for implementing workplace mobility provisions • 3. Choosing the proper provider of shuttle bus system paid by the company • 4. Development of the company car policy • 5. Communication to employees the items of workplace mobility plan

  8. HUMAN RESOURCES Objectives set by SIVECO: • O1: Diminish the staff’s stress related to workplace travel • O2: Increase the modal share in favour of sustainable means of transport • O3: Increase the productivity • O4: Financial efficiency of the mobility plan

HUMAN RESOURCES Action Plan • 1.1 Reduce private car use • Actions: • Provide free shuttle bus service from Charles de Gaulle Square ( the closest subway station) to Victoria Park headquarter • 1.2 Staff to be aware of their transport option • Actions: • E-mails to staff to inform about the public transport alternatives (routes number and itinerary, departure times) • E-mails to staff to inform about the shuttle bus (route, departure times and points) • New staff receive transport information as part of their induction

HUMAN RESOURCES Established targets : • 2.1 Increase free shuttle bus use • Actions: • Improve the shuttle bus schedule in accordance to the staff’s needs • 2.2 Increase public transport use • Actions: • Partially reimbursement of season tickets cost • 2.3 Reduce drive alone / commute / increase car – pooling use • Actions: • No parking lots for employees private cars • No reimbursement of fuel expenses to the staff that drives to work by private car

  11. HUMAN RESOURCES • Established targets : • 3.1 Avoid staff’s late arrivals to work • Actions: • Adoption of flexible working hours (working time starts between 8:00 and 10:00 am) • 4.1 Set budget for workplace travel plan • Actions: • Allocate travel plan budget

  19. HUMAN RESOURCES Previsions • Until June 2009: • reducing the proportion of staff travelling to work by private car alone by 5% • Until June 2010: • reducing the proportion of staff travelling to work by private car alone by 10% • increasing the free shuttle bus use by 15%

  20. HUMAN RESOURCES Involvement & Cooperation • Internal support: • SIVECO’s Management is committed the travel plan and allocates budget for the implementation • Human Resources Department promotes shuttle bus and public transport use • External Consultancy: • Local level consultation with RATB
