  3. Energy efficiency measure patterns in industry Financial measures largely dominates Co-operative measures (VA/NA) New market-based Instruments (EU ETS) Financial measures Information/Training Voluntary/Negotiated agreements loose "market shares"

Some hints for the debate • Contradiction between the fact that cooperative measures are seen as high impact measures but loose in relative importance. • They are still more classical measures spreading (again) such as subsidies for audits and efficient technologies, mandatory audits and energy manager etc. • There are innovative measures but they need to show their effectiveness more broadly. • Are potentials in the industrial sector more exhausted (process technologies versus cross-cutting technologies)?
