  4. What Situations does this Programme Guidance Note cover? Guidance note covers humanitarian action. Guidance may be relevant in non-humanitarian situations, but the legal and policy frameworks, possible approaches and risks are different in non-humanitarian settings and are beyond the scope of this guidance.

  5. Why do we need this Programme Guidance Note? Guidance aims to help staff handle decision-making competently and confidently

To achieve the CCCs may necessitate engaging with NSEs To advocate in favor of and to secure access to populations To secure commitments to fulfill the rights of children in humanitarian emergencies To advance accountability for perpetrators of violence against children To mitigate risks to staff security

  9. Decision to engage with NSEs C. Responsibility for the decision At country level, decisions are made by Representatives, who must be familiar with the guidance. For HQ support, the EMOPS Director acts as the focal point and as the coordinator of all internal consultations, including with the OED, as necessary. RD must be kept appraised at all times. ED must green light any new engagement with an NSE, including any significant changes in the nature of an ongoing engagement.
