  3. Therapeutic Jurisprudence An emerging model that describes application of new justice practices designed to improve human behavior holistically by examining, identifying and addressing the underlying pathologies that drive criminality.

  4. For Criminal Addicts with underlying pathologies that drive criminality

  5. Criminal Addicts committed crimes in order to maintain their drug abuse habit

  6. Incarceration Arrest them Charge them Sentence them WHAT NEXT ? ?

  7. By itself, does little to break the cycle of illegal drug use, abuse and crime; Offenders sentenced to incarceration for substance-related offences exhibit high rates of Recidivism once they are released; Drug Addicts commit more crime when they are addicted. Incarceration

  8. What to expect by Incarceration • We want them drug free • We want them to be non-violent • We want them to be kind and loving • We want them to quit being the bad guy • We want them to quit exploiting us • We want them to have self-worth • We want them to be positive & constructive

  13. Drug Court • First in Caribbean • Established in May & July 2001 • Ministries of Justice & Health • Kingston & Montego Bay • Judicial & Treatment teams • Judicial – RM, Defense Counsel, clerk, probation officer, police

  14. Drug Court • Treatment – Psychiatrist, Counselor, clerk • HWT Court & Maxfield Park Health Centre • Pre-court meetings, Court sessions • Screening for eligibility • Admission to the program • 3 phases for 6 months • Urine testing for COC, THC & MOR

  15. Drug Court • Individual, Group & Family Therapy • Graduation • Monitoring & Relapse Prevention
