  2. NECESSITY • Increasing responsibility in achieving the Kyoto and RES targets • Local authorities (LA’s): • Administration level • Closest to the people • Play a role in creating support for CP • Generate many activities that require energy and produce CO2

  4. Dutch Climate policy LA (NL, 2001) • Nat. Target: 50Mton CO2 (6% CO2 reduction 1990) • Govermental agreement (new style): Chapter on climate policy • Improving tools for municipalities and provinces • Lay down agreements: Climate covenant • Organisations involved: Environmental A, Economic A., Municipalities (VNG), Provinces (IPO)

  5. National action Plan: • Government identifies Cl objectives and acts as facilitator • the LA’s do the actual work CLIMATE MENU • A process wise approach towards a local climate policy (which includes energy issues as well !!)

Key- characteristics • A coherent and integral approach (all policy areas) • Flexible ; meets the diverse nature of LA’s • The procedure shortens the decision making proces • Adresses the need to achieve political consensus • acts on the barriers / accountable / towards implementation • On this moment 170 Municipalities in the Netherlands work with it

  13. Conclusion • To translate National Climate Targets to LA’s it should be: • Simple /Practicle • Integral and flexible • Tacle barriers
