Linkage to System’s Strategic Plan Minnesota Online, the collaborative framework established by the Minnesota State Colleges and Universities for serving online learners, provides critical solutions that enhance the foundational processes set forth in Designing the Future: The Strategic Plan for the Minnesota State Colleges and Universities. Inherent principles of MnOnline are: • The ability to communicate effectively with students and faculty • The pursuit of partnerships and collaboration within the system, our communities, the corporate sector and other education and state agencies • Addressing the diversity of learners • Continuously improving on the delivery of learning experiences • Demonstrating accountability for providing student access and serving students flexibly and responsively • Supporting learning innovation and system-building
Business Plan – Strategic Goals • To increase student access and opportunity by moving forward at a strategically aggressive pace to implement Minnesota Online, including consistent and reliable student and faculty support services, faculty training and resource centers. • To serve as a model for system-wide collaboration that is standards-based, assures accountability and sustain-ability and is coordinated to maximize effectiveness and efficiencies of an integrated system. • To increase significantly the capacity of the Minnesota State Colleges and Universities to provide access to quality online programs and to assist the state in being innovative and competitive in a global market.

Uses technology to increase the availability of the certificate, diploma and A.A.S. and A.S. degrees to early childhood and child care teaching staff. • Coordinates the delivery of on-line learning through a partnership among thirteen ACCESS member institutions. • Reduces or eliminates many barriers to higher education such as distance, time, transportation, scheduling conflicts, and child care. • Increases the access to higher education and credit-based courses. • Increases the degree completion rate. • Reduces the time it takes students to complete the degree. • Increases the capacity of family child care providers, child care staff, early childhood programs, school age professionals, and Head Start grantees to utilize e-learning. • Develop and use new and innovative ways of teaching. • Models quality, innovation, and change in higher education.

TERMS TECHNOLOGY & CAPACITY SIS – Student information System: MnSCU uses has developed its own system – Integrated Student Records System for use by the 32 colleges and universities; Web-enabled ISRS - to allow students to conduct business and find information 24/7 D2L Platform - Desire2Learning learning management system for credit & non-credit offerings PALS/MnLINK - PALS is the MnSCU led consortium that provides integrated automated library system for MnSCU and state libraries and some K-12 and public libraries. MnLINK - Link of information for Minnesota Libraries including the gateway. www.mnlink.org Directory Services – will provide single sign-on and authentication that will provide easy access to appropriate information and services, e.g., libraries, email, business accounts, etc. Core Data – data that should only be stored in the data store once for a person but be made available to any college or university that has a relationship with that person. Online Support Center – Minnesota Online Call Center that is available 82 hours/7 days a week; located in Perham MN; phone/fax/email/mail/live chat/knowledge bank. www.mnonlinesupport.org RightNow - customer management system that features knowledge banks, FAQs, ask a question and live chat. www.rightnow.com D2L Help Desk -Desire2Learn learning platform technical help desk for students and faculty; operated by one of the MnSCU state universities. LOR - Learning Object Repository – storehouse of reusable learning objects and modules; housed in D2L platform. Smarthinking – system contract for 24/7 online tutoring. www.smarthinking.com Games/Simulation – using the capability of scenario-based learning to enhance pedagogy through interaction. Games/simulations can be direct instruction or used for assessment of learning. eTranscript - Electronic transcripting project (formerly SPEEDE) – now will be XML based. Joint project with U of M and MnSCU www.speede.mntransfer.org Portal - Slices of specific information pertinent to a specific population, e.g., a user or community like Guard Online, CAEL, Schwan’s and other corporate/student populations. Next Gen Tools - next generation tools that feature interactivity, social networking and collaboration: virtual worlds, mobile learning, podcasting, vodcasting, wikis, blogging, and other Web 2.0 systems. Course Redesign Carol Twigg’s program to produce enhanced student learning outcomes, increase retention and reduce costs through technology Learning Objects - any digital resource that can be used to support learning. Objects can be used, reviewed, enhanced, and manipulated by faculty in providing instruction and by students to review specific learning objectives. SERVICES MnTransfer – web-based system that contains transfer information, articulation agreements, Transfer Specialist campus contacts, policies and more for public and private higher education in Minnesota. www.mntransfer.org DARS Degree Audit Reporting System developed by Miami University of Ohio www.dars.mntransfer.org CAS Course Applicability System (developed by Miami University of Ohio & uses DARS) www.cas.mntransfer.org www.mn.transfer.org eFolio – electronic portfolio system built with Avenet and free to MN residents. Also has verticals for projects, institutional sites, and accreditation. www.efoliomn.com eAdvising – new system to be developed that would enable students and advisors to use web-based applications to access and interact for appropriate advising. eCareer – proposed system that would enable students, institutions and companies to interact on web-based tools to provide information on career fields, scheduling company campus visits, appointment with career counselor, and other functions. eTutoring – campus/system approach with statewide contract with Smarthinking eCommunity – using technology, such as WebBoard, RightNow Technologies and webinars), to increase sense of community by students and faculty; can enhance collaboration in real time & 24/7 ISEEK - Internet System for Education and Employment Knowledge; state collaborative career and education web site. www.iseek.org eReference- online access for virtual reference library services for MnSCU students; goal is 24/7 but likely to be 16/7 at the beginning LifePlan – online modules to help students navigate their educational experience; foundation is eFolioMinnesota with information and activities for Education, Personal, Learning, Leadership, Finance, Work and Career planning. www.century.edu/lifeplan/lphome.htm POLICIES & PROCEDURES Quality Rubrics – use of templates, standards, guidelines and review to enhance and ensure quality courses and programs. WCET - formerly Western Cooperative for Educational Telecommunications: www.wcet.info Student Services Best Practices includes audit of web student services and 4 generations of web information Transfer – effort to have seamless movement from program to program through the alignment of course equivalencies and the interoperability of the MnTransfer Curriculum. Credit for Prior Learning – provides opportunities for students to receive college credit for CLEP, military, work and other experiential learning. See www.mntransfer.org Minnesota Online Council - representative body that governs the collaborative of online courses, programs and services of the Minnesota State Colleges and Universities that is known as Minnesota Online. Revenue Sharing – major obstacle for collaboration because of lack of incentive for sharing. Reward currently is for competition which can be counter-productive due to duplication of effort. Market Rate Tuition – online courses can be charged at the going rate determined by the institution, often higher than on-ground tuition. Usually also means that online courses have one rate for resident and non-resident tuition. Digital Resources – learning information that is available anywhere, anytime; such as, library resources, course lessons, textbooks, newspapers, etc. Peer Review - review institutional change requests for online readiness and report to Higher Learning Commission BPAC – Business Practice Alignment Committee – Chancellor directed study and amelioration of business variances that are expensive to maintain in ISRS and produce barriers for seamless students Integrated Student Services – seamless project that focuses on services that would allow students to move easily from one campus to another or to attend more than one campus at the same time
