This proposal aims to create an efficient specialist schedule for elementary students, focusing on maximizing their exposure to Physical Education (P.E.), Music, Art, and Media. Currently, students face inconsistent instructional time and larger class sizes. The proposal suggests a structured 5-day rotation with 4 days of P.E. (totaling 100 minutes), 2 periods of Art (75 minutes), and 3 periods of Music (75 minutes), alongside media instruction. By standardizing across buildings and adjusting for optimal time allocation, we aim to enhance student engagement and learning outcomes.

Objective • Determine an elementary specialist schedule that maximizes opportunities for students and is as efficient as possible • Physical Education 4 out of 5 days • Consistent across elementary buildings • Includes media – in or out of rotation
Current Reality – Inconsistent Time • SB/LV students receive an average of 83.33 minutes weekly of P.E., Music, and Art and no direct media instruction-3 Day Rotation • HL/HW students receive an average of 62.5 minutes weekly of P.E., Music, Art and Media-4 Day Rotation • Class sizes are larger than optimal: 30-35 in multiple cases
State & National Recommendations • PE – 150 minutes of PE instruction per week or 30 minutes a day (National Association of Sport and Physical Education) • Art - 100 minutes a week (Perpich Center for Arts Education) • Music - 100 minutes a week (Perpich Center for Arts Education) • Media - 1 FTE for each building of 500 students (Minnesota Educational Media Organization)
Proposal • All four buildings operate on a 5 day rotation • 4 days of P.E.—100 minutes • 2 class periods of Art—75 minutes • 3 class periods of Music—75 minutes • Media in a scheduled rotation independent of P.E., Art, and Music—team taught with classroom teacher
Instructional Considerations: 5 Day Rotation • One period of Art per week will be a 25 minute block • Art currently in 50 min blocks only; this proposal, students will have a 25 min and 50 min art block each week. • Two ½ days a week will have PE classes running simultaneously, which will pose space considerations. • Each week, a ½ day Art and ½ day Music could be available for instruction. • One day a week, one section at each grade level will not have common specialist/prep time.
