Context Migrant workers • Constant increase in inflow of migrant workers in the Netherlands since 2004 • Many migrant workers from Eastern and Central Europe Housing issues • Strong increase in housing demand for both permanent and temporary residence • Up until now: important role/ responsibility for Dutch employers • Possible outcome: poor living conditions for migrant workers User Meeting on Microdata Research on Labour and Social Security - May 16th 2013

Cause March 28th 2012: seventeen parties, among which - Ministry of Interior and Kingdom Relations (BZK), - Association of Dutch Municipalities (VNG), - Aedes (association of housing corporations) - and employers signNational Declaration on Housing of Migrant workers Goal: Improve housing for migrant workers First step: mapping of current situation; How many migrant workers exist? Toolkit • Ministry of Interior and Kingdom Relations (BZK) commissioned Expertisecentrum Flexwonen Arbeidsmigranten to build a toolkit for municipalities to estimate the amount of migrant workers in their region • Challenge: many migrant workers (and their families) are not registered • It is estimated that in 2009, only 25 per cent of all migrant workers was registered in a Dutch municipality (GBA) and 50 per cent was registered in GBA and/or wage tax registration (Polisadministratie) • Statistics Netherlands (Centre for Policy Related Statistics) was asked to map the regional distribution of migrant workers who are registered in the GBA and/or wage tax registration User Meeting on Microdata Research on Labour and Social Security - May 16th 2013

Contribution of Statistics Netherlands • Three custom made, aggregated tables: • GBA-registered first-generation immigrants from Central, Eastern and Southern Europe • GBA-registered first-generation migrant workers from Central, Eastern and Southern Europe • Not GBA-registered, wage tax-registered, first-generation migrant workers from Central, Eastern and Southern Europe • Main addition: regional distribution; all tables are split up by region and municipality User Meeting on Microdata Research on Labour and Social Security - May 16th 2013

Regional distribution & origin of migrant workers GBA-registered immigrants Location: residence, derived from GBA Origin: country of origin, derived from GBA Not GBA-registered, wage tax-registered immigrants Location: work location, derived from wage tax registration and business registration Origin: nationality, derived from wage tax registration Important note: work location is registered on establishment level, not on job level actual work location of employees is estimated, using residence information of employees. Results • Well over 140 thousand registered migrant workers from Eastern, Central and Southern Europe • Majority of migrant workers is from Poland (60%), followed by Portugal (7%) and Italy (6%) • Regions with most migrant workers: • Amsterdam region18 thousand • Rotterdam region 14,5 thousand • Haaglanden region 14 thousand User Meeting on Microdata Research on Labour and Social Security - May 16th 2013
