Working Party 5A (WP 5A) • WP 5A, as responsible group on ITS, is working on studies in preparation of WRC-19 on AI 1.12 1.12 to consider possible global or regional harmonized frequency bands, to the maximum extent possible, for the implementation of evolving Intelligent Transport Systems (ITS) under existing mobile-service allocations, in accordance with Resolution 237 (WRC-15); Resolution 237 (WRC‑15) – Intelligent Transport Systems applications • There is an increased interest on those subjects with a large number of contributions and participants (industries, academia, regional groups, etc…) • Collaboration with ETSI, IEEE, ARIB (STD-T109), TTA, IMDA, CCSA, 3GPP, ATIS • Next meeting of WP 5A, end of April 2019, will focus on the completion of the Reports and Recommendations in support of the CPM Report to WRC-19 on ITS

Studies in preparation of WRC-19 on AI 1.12 (ITS) • Report ITU-R M.2444- Examples of arrangements for ITS deployments under the mobile service • This Report provides examples of arrangements for intelligent transport systems (ITS) deployments in certain regions and countries to assist in improving traffic management and safe driving. • Report ITU-R M.2445- Intelligent transport systems (ITS) usage • This report addresses the usages of Intelligent Transport System (ITS) radiocommunication applications, such as vehicle to infrastructure, vehicle to vehicle, vehicle to pedestrian communications for traffic safety related and traffic efficiency applications as well as electronic tolling systems and automotive radars for collision avoidance in ITU Member states. • The report identifies current and planned usage of ITS technologies, frequency bands, status of standardization, applications and deployments in ITU Member States. • Recommendation ITU-R M.2121- Harmonization of frequency bands for Intelligent Transport Systems in the mobile service • This Recommendation provides guidance on harmonized frequency bands to be used by intelligent transport systems (ITS) pertaining to the exchange of information to improve traffic management and to assist safe driving. It encourages administrations to use harmonized frequency bands throughout the ITU-R Regions for those ITS applications. Examples of the relevant frequency bands are provided in the Annex to this Recommendation. • Examples of the relevant frequency bands are provided in the Annex to this Recommendation. • Region 1: 5855-5925 MHz Region 2: 5855-5925 MHz Region 3: 5770-5850 & 5855-5925 MHz

Studies in preparation of WRC-19 on AI 1.12 (ITS) • CPM text for WRC-19 agenda item 1.12 approved in February 2019 • 1.12 to consider possible global or regional harmonized frequency bands, to the maximum extent possible, for the implementation of evolving Intelligent Transport Systems (ITS) under existing mobile-service allocations, in accordance with Resolution 237 (WRC-15); • Resolution 237 (WRC‑15) – Intelligent Transport Systems applications • Three methods have been proposed to satisfy this agenda item: • Method A: No change to the Radio Regulations because ITS continue to operate within existing mobile service allocations and the required harmonization of frequencies for ITS can be achieved through ITU R Recommendations and Reports. • Method B: No change to the Table of Frequency Allocations in the Radio Regulations, and add a new WRC Resolution to encourage administrations to use 5 850-5 925 MHz, or parts thereof, as global harmonized evolving ITS frequency bands. Other harmonized frequency band(s) for evolving ITS applications refer to the most recent version of Recommendation ITU R M.2121. • Method C: No change to the Table of Frequency Allocations in the Radio Regulations, and add a new WRC Resolution to encourage administrations to use globally and regionally harmonized frequency bands for evolving ITS applications by referring to the most recent version of Recommendation ITU-R M.2121.

Revision of an existing text on ITS • Preliminary draft revision of Recommendation ITU-R M.2084-0 - Radio interface standards of vehicle-to-vehicle and vehicle-to-infrastructure communications for Intelligent Transport System applications • (Annex 22to WP 5A Chairman’s Report) • This Recommendation identifies specific radio interface standards of vehicle-to-vehicle and vehicle-to-infrastructure communications for Intelligent Transport System applications. The technical and operational characteristics described in this Recommendation are based on current Intelligent Transport Systems (ITS) applications in the mobile service. • At its November 2018 meeting WP 5A progressed the revision of Recommendation ITU-R M.2084-0. • The aim is to finalize this work at the next Working Party 5A meeting and submit the document to Study Group 5 for consideration. It is envisaged that the revision could be published before WRC-19 • Work is expected to continue in April 2019 for the updates of: • Recommendations ITU-R M. 1452, 1453, 1890, 2057, 2084, 2121 • Reports ITU-R M.2228, 2322, 2444, 2445 • Land Mobile Handbook - vol. 4 - Intelligent Transport Systems
