J.J. Murphy City Manager - Educated and Experienced Manager

City Manager J.J. Murphy has been a Watch Supervisor for the United States Air Force Rescue Coordination Center since 2000; he became a recruiter in 1997 at the University of Notre Dame. During his time with the United States Air Force, Murphy has volunteered for two post-9/11 deployments to coordinate critical search and rescue efforts. He deployed immediately after the Haiti earthquake to stand up the first Humanitarian Assistance and Disaster Recovery Joint Personnel Center in the United States Southern Command.

  2. Proud City Manager City Manager J.J. Murphy has been involved in public service since he graduated from King’s College in 1993 where he graduated with a Bachelor’s degree in Political Science. He would go on to achieve his Master’s in Public Administration from Marywood University in Scranton, Pennsylvania. While completing his coursework he was commissioned as an officer in the military in 1997.

  3. City Manager J.J. Murphyhelped skillfully maneuver the Wilkes-Barre municipality through financial recovery by implementing a five-year recovery plan. He managed a $45 million annual operating budget, $80 million in capital assets, and led more than 300 employees. In the City of Hobbs, he has managed a $170 million operating budget and approximately 500 employees while consistently delivering a 40% budget surplus.   4. A Major in the U.S. Air Force Reserves City Manager J.J. Murphy has been a featured speaker at various national conferences and in multiple print publications on public-private partnerships. His strong knowledge of creating public and private partnerships with municipal government projects enables communities to fund these projects both short and long-term. He has served in the United States Air Force for over 17 years and is currently holds the rank of Major.
