Overview • AF JBAIDS Employment • Modernization Initiatives • Training Update • Sustainment Plans • AF M1M Employment • Training Update • Sustainment Plans • AF Home Station Medical Response Lab Team (HSMR-LT) • Readiness Status Visibility • Installation Protection Program • Addition of HSMR-LT Capability

  3. PCR DETECTION CAPABILITY JBAIDS

  4. AF Fielded JBAIDS • Current • 52 – Operational in support of HSMR • 9 – HSMR Operational Readiness Floats (ORF) • Request ORF through MEFPAK, HQ ACC / SGXM • acc.sgxm@langley.af.mil DSN 574-1346 • 2 – Operational on deployable BAT UTC • Balad, and Bagram • Future • AFMSA / SGXH – Support of Joint Installation Protection Program • FY10 - Increasing number of bases with HSMR-LT capability

  5. JBAIDS Modernization • Platinum Path Extraction Kit

  6. JBAIDS Modernization • FDA cleared JBAIDS assay kits • Anthrax (Nov 2005) • Tularemia (Dec 2007) • Plague (Dec 2007) • Brucellosis (study started Oct 2007) • Q-Fever (approved IRB protocol in use in theater) • Avian Influenza (FluA/H5) GEIS funded • AF employment • FDA cleared JBAIDS kits ONLY on deployable FFBAT UTC • HSMR-LT will not use FDA cleared kits

  7. JBAIDS ModernizationElectronic Catalog (ECAT) • Assays and extraction kits sustainment • Near Term – Order from Idaho Technology • Impact cards and purchase orders • Long Term – requisition via ECAT • Contracting actions taking place • ECAT implementation – early FY10

  8. JBAIDS ModernizationJBAIDS CBT • CBT – Phase I Modules • QFlow extraction kit • Extraction Control • Inhibition Control • Software Wizard • Quizzes • Kx link on lab readiness junction • Training Videos • DVD available at SAFMLS

  9. JBAIDS Training • FY09 training slots • HSMR-LT line funded slots – 45 slots • 44 of 45 slots apportioned • 26 trained as of today • Air Staff pays for class - $7,800 • TDY cost’s are paid locally with HSMR line funds (PE 28036F) • HSMR-LT Chief notify local SGX of trainees • Local SGX works with RMO to load HSMR funds into DTS

  10. JBAIDS Training • Biological Augmentation Team (FFBAT) • FFBAT DHP funded slots – 12 slots • 10 of 12 slots requested • 1st FFBAT trainee scheduled for April • Air Staff pays for class - $7,800 • TDY costs are paid locally with DHP dollars • Air Staff MIPRs funds to MAJCOM • Funds are identified for particular base / trainee • DHP funds loaded into DTS

  11. JBAIDS Sustainment • AFMLO has set up a decentralized blanket purchase agreement • Notifications have gone out to 24 of 52 bases • Local medical logistics will order JBAIDS supplies • Delivery approximately 30 days after completed order • Gap at some bases with expired reagents • Guidelines have gone out to MAJCOM Lab Consultants • Continue PT and real-world samples • Real-world samples also sent to LRN / DoD lab • Way ahead – Decentralize JBAIDS ordering through ECAT

  12. IMMUNOASSAY DETECTION CAPABILITY M1M

  13. AF Fielded M1Ms • Current • 45 – Fielded in support of HSMR • Request ORF through service contract • Camber Corporation • 4 – Operational in CENTCOM • Balad (2), and Bagram (2) • Future • M1M replacement by 2013 • CBMS / Joint Project Management Office

  14. M1M Training • Training conducted by USAFSAM / PHT • In conjunction with JBAIDS training • Zero TDY cost • Current and Future Issues • Training refresher needed • M1M system reagents • BRAC

  15. M1M Sustainment • Additional buy for assays and controls in-progress • AFSPC stand-up • Replenish AF HSMR-LT needed supplies • Future • Five-year sustainment contract awarded to Roche Diagnostics • Roche will produce assays / controls and reagents • Supplies available to customers – early FY10 • Announced 23 Feb 2009 • M1M replacement by 2013 • CBMS / Joint Project Management Office

  16. HOME STATION MEDICAL RESPOSNE LAB TEAM (HSMR-LT)

  17. Medical Readiness Decision Support System (MRDSS) • JBAIDS Training documentation in MRDSS • JBAIDS training uploaded in MRDSS for active duty • FY09 trainees should have UTM document training • Information to be used to award training slots – FY10 • Proficiency testing / competency assessment • FFBAT and HSMR-LT required once per year • M1M training documentation in MRDSS • Has not been completed to-date • PT / competency assessment documentation on-hold • HSMR-LT (886I) allowance standard readiness status • Bundling critical items

  18. Installation Protection Program • AF / A7 has purchased Dry Filter Units (DFUs) • Expected to be delivered to all AF bases in CY09 • AF wants DFUs samples to be tested with PCR • HHAs have demonstrated false negatives with DFUs • Tier II bases – DFUs operational 24/7 around critical missions • Andrews, Barksdale*, and Robins* • Peterson • Ramstein * Tier I-plus

  19. Installation Protection ProgramTier I Bases • Tier I Bases • Draft CONOPS has been written by AF / A7 • DFUs deployment – credible threat to base • CE collects filters and delivers to HSMR-LT for testing • Issues • How will the Wing commander use the DFUs • IPP will be briefing each base • Effects on labs daily mission • Testing panel – currently top 4 • IPP purchasing additional JBAIDS supplies for 18 bases • Estimated delivery date July ‘09

  20. HSMR-LT Capability Adding Capability to AF Bases • Additional HSMR-LT capability being targeted for FY10 • Support of Installation Protection Program strategy • Provide CBR detection capability • Issues • Training – Minimum three lab personnel JBAIDS trained • Facility – Standard minimum requirements in draft • Draft to be reviewed and approved by AF LBDSC • GMRS presentation planned – Orlando (May ‘09)
