  1. California Oil Company • California Oil Company (COC) needs to build a new supertanker port and pipeline to support a refinery in the San Francisco Bay area. • 4 candidate site were selected: • Moss Landing • Estero Bay • Port Hueneme • Oso Flaco Dunes

  2. Site Selection Criteria • A committee within COC decided on 10 criteria to evaluate the possible sites. • The criteria were ranked from most important to least important. • The units used to measure each criterion are not the same, and not always easily changed to EMV.

Ordered List of Criteria • Attitude of local politicians • Initial cost • Annual cost • Location • Possibilities for future development • Port characteristics • Attitude of local populace • Environmental impact from operation/accident • Facilities • Environmental impact from placement of facilities
